Synopsis

CONFUSION ON THE FLT DECK REGARDING THE HOLD LINE PLACEMENT FOR RWY 28L AT CMH DURING A NIGHT OP.

Narrative

WE WERE CLRED TO TAXI TO RWY 28L AT CMH AND WERE APCHING RWY 5/23 HOLD SHORT LINE BEHIND A B737 HOLDING AT THAT LINE. HE WAS THEN CLRED FOR TKOF AT WHICH TIME I CROSSED THE RWY 5/23 HOLD SHORT LINE BY ABOUT 30-40 FT THINKING THE RWY 28L HOLD SHORT LINE WAS AROUND THE CORNER ON THE TXWY. I THEN REALIZED THAT CONSTRUCTION HAD CHANGED THE ARPT LAYOUT IN THAT AREA AND PROMPTLY STOPPED THE PLANE. I REFERRED AGAIN TO THE ARPT DIAGRAM AND FOUND IT DID NOT APPEAR TO HAVE BEEN UPDATED WITH THE CHANGE. MY CHART AND FO CHARTS WERE CURRENT DEC/XX/95; RWY 5/23 WERE NOT IN USE AND WE WERE WELL CLR OF RWY 28L. BEING NIGHT AND HAVING AN ARPT CHART THAT DID NOT APPEAR TO HAVE THE REAL PICTURE MADE IT MORE CONFUSING TO ME. IT WOULD BE A GREAT HELP TO HAVE THE HOLD SHORT LINES PUBLISHED ON ARPT CHARTS. FO HAD BEEN INTO CMH SINCE CONSTRUCTION CHANGES BUT I HAD NOT; HE WAS ALSO UNSURE OF THE HOLD SHORT LINES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR HAD BEEN INTO CMH QUITE OFTEN BUT NOT WITHIN THE 6 MONTHS PRIOR TO THIS INCIDENT. HE COULD NOT DESCRIBE THE CHANGES TO THE EASTERN END OF THE 2 RWY COMPLEX; EXCEPT TO SAY THAT THE 'RAMP' AREA ADJOINING RWYS 23/05 AND 28L SEEMS TO HAVE BEEN 'TAKEN AWAY' FOR ANY USE OF TAXIING TFC. HE WAS NOT CERTAIN OF THE LAYOUT AS HE SAID THAT THE TAXI LIGHTS ON THE FK10 ARE NOT THE GREATEST. HE DID HAVE HIS DIAGRAM OUT AND IT DID NOT CONFORM TO WHAT HE SAW. HE DOES NOT KNOW WHAT TAXI CLRNC THE LEADING B737 HAD PRIOR TO HOLDING SHORT AT THE RWY 23/05 HOLD LINE. THE RPTR WAS SIMPLY CLRED TO RWY 28L BY GND CTL AND WHEN HE REACHED THE RWY 23/05 HOLD LINE HE CONTINUED TAXIING TO RWY 28L; SWITCHING TO TWR FREQ. HE FEELS THAT HAD GA ACFT BEEN ASSIGNED TO LNDG ON RWY 23 THAT THERE WOULD HAVE BEEN A SAFETY PROB. HE WOULD LIKE THE CHART BROUGHT UP TO STANDARDS AND ATC PROCS REVIEWED SO FAR AS 'HOLD SHORT' INSTRUCTIONS AND WHERE THAT POINT MIGHT BE FOR RWY 28L.
