Synopsis

NMAC BTWN AN SMA TWIN ON AN ILS APCH AND AN SMA SEL ON A DOWNWIND LEG OF THE TFC PATTERN.

Narrative

ACFT ON DOWNWIND IS ALWAYS HEAD-ON TO ANY ACFT ON THE ILS WHICH IS NOT ALIGNED WITH THE RWY. THIS IS THE SECOND NASA FORM THAT I HAVE PERSONALLY FILLED OUT FOR THE SAME SIT. WE WERE ON ILS AND HAD TO TURN L SINCE A C152 WAS DOWNWIND ON OUR R. CDI NEEDLE ON THE ILS WAS PERFECTLY CTRED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THERE HAVE BEEN SEVERAL TIMES FOR HIM AND OTHER SIMILAR INCIDENTS WHEREIN ACFT ON THE ILS FINAL MET HEAD-ON WITH VFR ACFT ON DOWNWIND JUST READY TO TURN BASE. HE STATED THAT THERE IS VERY HVY TFC AT THE AGC ARPT SINCE IT IS SO CLOSE TO DOWNTOWN; MOST CORP JETS USE THE ARPT RATHER THAN INTL. IN ADDITION; MOST ALL LCL FLT TRAINING USES THIS ARPT. THEREFORE; THERE IS A GREAT DEAL OF TFC IN THE PATTERN VFR; JETS AND IFR TRAINING ACFT GOING ON CONTINUALLY. THE RPTR BELIEVES THAT THE 1 DEG DIFFERENCE FROM THE RWY NUMBERED HDG IS NOT MUCH; BUT THAT THIS SIT IS CONTINUALLY CAUSING NMACS AND THEREFORE WONDERS IF THE LOC BEAM RADIATION COULD BE ADJUSTED TO BE MORE IN LINE WITH THE RWY. HE STATED THAT THE TERRAIN FEATURES OF ELEVATION APPEAR TO NOT INTERFERE WITH THE ALIGNMENT ADJUSTMENT IF MADE AND THEREFORE; NOT INTERFERE WITH THE NORMAL 3 DEG GS. HE FURTHER STATED THAT HE HAS TURNED IN OTHER RPTS AS WELL AS OTHERS COMPLAINING ABOUT NMACS IN THIS AREA.
