THE FLC OF AN FK10 RECEIVED A TCASII RA. THE CAPT TOOK CTL OF THE ACFT AND TOOK EVASIVE ACTION WHEN THE FO (PF) FAILED TO RESPOND. POTENTIAL CONFLICT. EVASIVE ACTION CLB.
I WAS THE CAPT AND PNF. WE HAD INTERCEPTED THE LOC FOR RWY 31R WITH AN EXPECTED CLRNC OF STADIUM VISUAL TO RWY 31R. ALT WAS LEVEL AT 3000 FT. JUST PAST ABEAM DOWNTOWN DALLAS THE TCASII ISSUED AN RA COMMAND OF CLB. AT ABOUT THE SAME TIME THE FOLLOWING HAPPENED. I EXPECTED THE FO TO RESPOND TO THE RA AND CLB (LATER HE SAID HE HAD TRIED TO LOOK FOR THE TFC). WHEN HE DID NOT CLB I ISSUED A VOICE COMMAND TO HIM TO CLB. I LOOKED AT THE TCASII SCREEN AND FINALLY SAW THE RED TFC SYMBOL PARTIALLY HIDDEN UNDER OUR ACFT SYMBOL WITH A VERT SEPARATION OF 500 FT. WHEN THE FO DID NOT IMMEDIATELY RESPOND TO MY VOICE COMMAND I AGAIN COMMANDED CLB; PUSHED THE THROTTLE TO CLB PWR; DISCONNECTED THE AUTOPLT AND PULLED THE ACFT'S NOSE UP INTO A CLB. ALL THE ABOVE HAPPENED WITHIN 3-4 SECONDS. THE RA CHANGED TO A MONITOR VERT SPD AT ABOUT 3700 FT. WE LEVELED AT 4000 FT AND INFORMED ATC WE WERE RESPONDING TO AN RA. WE RETURNED TO 3000 FT AND COMPLETED THE APCH. MULTIPLE PAX SAW THE LIGHT ACFT PASS BELOW US AND COMMENTED TO THE FLT ATTENDANTS AND CREW. ONE FLT ATTENDANT HAD TROUBLE STANDING DURING THE CLB BUT WAS NOT INJURED. NEITHER THE FO OR MYSELF EVER SAW THE TFC.
