BE99 WAS ON AN IFR FLT APPROX 12 NM SW OF PDX. I CANCELED IFR AND WAS ADVISED TO FLY THE 'BOXER ONE.' I RESPONDED 'WILCO' THE BOXER ONE IS A VFR PROC NOT FOUND IN ANY CHARTS OR NAV PUBS. IT PRESCRIBES XING A POINT 12.5 NM S OF PDX AT 2000 FT. I CANCELED AT ABOUT 15 NM SW AT 6000 FT AND FELT IT WOULD BE IMPRACTICAL TO DIVE TO 2000 FT IN 2.5 MI. THE CTLR ADVISED ME OF TFC AHEAD AT 3000 FT. I RESPONDED 'LOOKING.' ABOUT 1 MIN LATER THE CTLR ADVISED TFC 12 O'CLOCK LESS THAN 1 MI. AT THIS POINT I SAW THE TFC AND LEVELED OFF AT 3500 FT. THE CTLR ASKED IF I WAS FLYING THE 'BOXER ONE.' I RESPONDED YES AND EXPLAINED WHY I HAD NOT DSNDED TO 2000 FT. THE PROB AS IT SEE IT; IS THAT I FLY THE 'BOXER ONE' EVERY NIGHT AND NEVER ADHERE TO IT BY THE LETTER. IT CALLS FOR 2000 FT AND 150 KTS WHICH IS RARELY ASKED FOR OR COMPLIED WITH. I SHOULD HAVE ASKED FOR A DEV BUT DID NOT. I FEEL IT WOULD BE SAFE TO ISSUE INDIVIDUAL CLRNCS TO EACH ACFT SUCH AS: DIRECT PDX; 180 KTS.' IN ORDER TO CLARIFY WHAT THE BOXER ONE WAS I HAD TO LOOK AT A XEROX COPY ON THE BULLETIN BOARD IN THE OFFICE.
