CTLR OBSERVES UNKNOWN TFC ON RADAR CONVERGING ON ACR ACFT ON THE CIVET 2 ARR. EVASIVE ACTION MANEUVER ISSUED TO THE ACR ACFT TO CLB ABOVE THE UNKNOWN ACFT. ACFT PASS IN CLOSE PROX.
I WAS WORKING ARR HDOF AT SOCAL TRACON 'DOWNE' SECTOR. I ACCEPTED AN AUTOMATED HDOF FROM ZLA ON ACR X; INBOUND TO LAX ON THE CIVET 2 PROFILE DSCNT. SHORTLY THEREAFTER; I OBSERVED A VFR TARGET; APPROX 6 NM; SW OF ARNES INTXN; NEBOUND; WITH AN INDICATED MODE C ALT OF 7500 FT AND CLBING. WHEN IT APPEARED THAT THE TARGET WOULD CONFLICT WITH ACR X; I INITIATED A RADAR TRACK ON THE TARGET AND BROUGHT IT TO THE ATTN OF THE RADAR CTLR. THE RADAR CTLR CALLED THE TFC TO ACR X; AND INSTRUCTED ACR X TO LEVEL OFF AT 10000 FT (THE VFR WAS CLBING OUT OF ABOUT 9000 FT). WHEN THE VFR ACFT CONTINUED CLB DIRECTLY HEAD-ON TO ACR X; THE RADAR CTLR ISSUED A 'TFC ALERT' AND INSTRUCTED ACR X TO CLB 500 FT IMMEDIATELY. ACR X RESPONDED THAT THEY WERE CLBING. THE TARGETS MERGED; WITH AN INDICATED VERT SEPARATION OF APPROX 300 FT. AFTER THE ACFT PASSED; ACR X WAS RECLRED; AND MADE A NORMAL ILS APCH TO RWY 25L AT LAX. THE VFR ACFT; ACFT Y; A MOONEY; CALLED SCT 'ONTARIO' SECTOR FOR ADVISORIES SHORTLY THEREAFTER AND WAS RADAR IDENTED AFTER HE LEVELED OFF AT 13500 FT. THE SUGGESTED VFR RTE AND ALT INFO ON THE LOS ANGELES NOAA SECTIONAL CHART MAY INAPPROPRIATELY INDICATE TO PLTS THAT THE RTE AND ALTS FLOWN BY THE MOONEY WERE NOT IN CONFLICT WITH LAX ARR TFC INBOUND ON THE CIVET PROFILE DSCNT.
