THE CLRNC WAS NOT CLR THAT WE NEEDED TO MAKE AN IMMEDIATE TURN TO THE L. NO DEG OF HEADING OR ALT WAS GIVEN. CLRNC GIVEN: CLRED TO PVD TURN NW NOISE ABATEMENT PROC RADAR VECTORS TO J220-J220 TO MICAH INTXN DIRECT TO MXE AS FILED CLB TO 5000 FT; 23000 FT 10 MIN LATER. DEP 125.65 SQUAWK 0562; I HAD NOT BEEN GIVEN A NOISE ABATEMENT PROC BEFORE. I CHKED THROUGH DCA CHARTS AND SIDS AND FOUND NO NOISE ABATEMENT PROC WITH NOS CHARTS. THINKING THAT WE WOULD BE GETTING RADAR VECTORS AND THAT TWR WOULD GIVE A HEADING AND ALT ON TKOF; WE CONTACTED GND CTL AND WERE ASSIGNED RWY 33 AND THEN GIVEN RWY 33 OR 36. RWY 36 IS CLOSER AND LONGER; IT WAS CHOSEN. CONTACTING TWR I ASKED FOR THE NOISE ABATEMENT PROC WITH NO REPLY. TWR CLRED US FOR TKOF AND THEN TO CONTACT DEP ON 125.65. ON 125.65 THERE WAS A TIME DELAY AND TOLD TO CONTACT DEP 118.95. CALLED DEP ON 118.95 ANOTHER TIME DELAY AND THEN ASKED TO IDENT. WE WERE THEN GIVEN HDGS AND ALTS TO J220 AND THEN TO OUR DEST. THE SID OUT OF PALWAUKEE; CHICAGO RWY 16 IS VERY CLR ON WHAT TO DO; STAY AWAY FROM O'HARE. I STRONGLY SUGGEST A SID OFF OF RWY 36 AT DCA TO AVOID THIS RESTR AREA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THEY WERE FLYING A CITATION. HE CANNOT THINK OF ANYTHING HE COULD HAVE DONE DIFFERENTLY THEN KNOWING ONLY WHAT HE KNEW THEN. OF COURSE; NOW HE IS PREEMINENTLY AWARE OF P-56. EVEN NOW HE DOES NOT KNOW WHERE HE WOULD FIND IN THE NOS THE NW NOISE ABATEMENT DEP PROC. AS THE FO HE DOES NOT KNOW WHETHER ANY FURTHER ACTION WAS TAKEN AGAINST THE CAPT.
