FLC OF A B727 FOUND DURING INITIAL CLB TROUBLE PRESSURIZING THE ACFT WHICH CONTINUED TO FL240. SINCE THE CABIN PRESSURE COULD NOT BE MAINTAINED; AN EMER DSCNT WAS MADE WITH A DIVERSION TO ANOTHER ARPT.
AT 1000 FT AGL ON INITIAL CLB; R PACK TRIPPED OFF. FO WAS FLYING THE ACFT. I WORKED WITH THE SO TO SOLVE THE PROB. WE FOLLOWED THE COM PROC FOR A PACK TRIP; BUT WERE UNABLE TO GET THE PACK TO OPERATE. WE REQUESTED A CLB TO FL240 (FOR DIRECTION OF FLT) FOR A SINGLE PACK OP. WE CONTACTED DISPATCH OUT OF 16000 FT TO ADVISE THEM OF OUR PROB. THEY INFORMED US THAT THEY WOULD CONTACT MAINT CTL FOR ASSISTANCE. WHEN WE LEVELED AT FL240 WE NOTICED THAT THE CABIN CONTINUED TO CLB. AT APPROX 9500 FT CABIN ALT WE REQUESTED AN EMER DSCNT TO 10000 FT. ALL COCKPIT CREW MEMBERS DONNED OXYGEN MASKS AS THE CABIN CLBED THROUGH 10000 FT. ONCE EMER DSCNT COMMENCED WE REQUESTED A DIVERSION FROM DISPATCH. THEY SELECTED TPA AS THE DIVERSION ARPT. TO REDUCE TO MAX LNDG WT; WE LEVELED AT 6000 FT AND STARTED THE DUMPING PROC. WE DUMPED 7000 LBS OF FUEL TO REACH A LNDG WT OF 157000 LBS. WE ADVISED THE FLT ATTENDANTS; THIS WAS A CODE YELLOW EMER. WE LANDED AT TPA WITHOUT INCIDENT. NO EMER EQUIP WAS REQUESTED. NOTE: DURING LOSS OF CABIN WE TRIED TO MAINTAIN CABIN IN STANDBY AND MANUAL POS; BUT WERE UNABLE.
