AN ACR LGT FAILED TO MAKE ITS XING RESTR.
ON BEGINNING DSCNT INTO EWR; I ACCEPTED A CLRNC TO BE AT A FIX WELL AHEAD OF US AT 11000 FT MSL. THE CAPT ACKNOWLEDGED THE CLRNC AND BEGAN HIS DSCNT. AT HIS REQUEST; I BEGAN PROGRAMMING THE OMEGA NAV SYS (ONS) TO INCLUDE THE WAYPOINTS ON OUR ARR. WHILE DSNDING; I WAS BUSY PROGRAMMING THE ONS AND DID NOT NOTICE OUR ALT AGAIN UNTIL JUST A FEW MI FROM OUR ALT RESTR DME POINT AND WE WERE STILL A FEW THOUSAND FT ABOVE 11000 FT MSL. I POINTED THIS OUT TO THE CAPT AND HE INCREASED HIS DSCNT USING SPD BRAKES. AFTER PASSING THE 11000 FT RESTR POINT (WHICH IS STATED ON THE ARR COMMERCIAL PLATE AS 'EXPECT TO CROSS AT 11000 FT'); WE RECEIVED A FURTHER DSCNT TO 8000 FT MSL AT ANOTHER POINT JUST AHEAD. IT WAS APPARENT THAT WE WOULD NOT LIKELY MAKE THAT RESTR; WHICH I TOLD THE CAPT; BUT HE ACCEPTED THE CLRNC ANYWAY. WE DID NOT MAKE THIS RESTR AT THE DESIGNATED DME. I ASKED THE CAPT IF I SHOULD RADIO THAT WE WOULD NOT MAKE IT. HE STATED 'THEY KNOW WHERE WE ARE.' THERE WAS NO FEEDBACK FROM THE CTLR ABOUT ANY CONFLICTS OR TFC. IT DID NOT APPEAR TO CREATE A PROB; BUT THE CTLR DID STATE THAT HE NEEDED US AT 8000 FT MSL SHORTLY AFTER WE PASSED THE POINT ABOVE 8000 FT. THE RESTRS WERE VERY DEMANDING IN CLOSE AND WE PERHAPS COULD HAVE STATED THAT FACT BACK TO THE CTLR TO ALLOW HIM TO PLAN ACCORDINGLY.
