RPTR PLT BASED TKOF CONSIDERATIONS ON WX WHICH WAS OLD AND THE VISIBILITY HAD DECREASED TO IFR. RPTR TOOK OFF WITH NO FLT PLAN.

Narrative

FLT WAS TO REPOS ACFT FROM LUK TO LEX. FLT PLAN (IFR) HAD BEEN FILED FROM LEX TO SLO PRIOR TO DEP FROM LUK. DUAT BRIEFING INDICATED THAT LEX HAD CHANCE OF 1 SM IN FOG UNTIL NEAR PLANNED TIME OF DEP FROM LUK. LUK TERMINAL FORECAST NOTED VISIBILITY NOT LOWER THAN 3 SM. AT XG30 AM UPDATED SA'S FROM DUAT FOR LEX TO LUK. XF50 AM SA'S WERE NORMAL RPTS FOR BOTH FACILITIES. 3 MI WAS RPTED AT LUK AND 4 MI AT LEX. DECIDED TO DEPART LUK VFR AND FLY THE 64 NM TO LEX UNDER VFR. STARTED ENGS AND TAXIED TO ACTIVE. CITATION DEPARTED FIRST. I HAD CLRNC DELIVERY FREQ ON IN BACKGND BECAUSE CTLR FOR SATELLITE ARPTS USUALLY WORKS APCH CTL AND CLRNC AS SINGLE POS. COMPLETED RUNUP AND TAXIED OUT TO ACTIVE; ANNOUNCING INTENTIONS ON CTAF. LUK TWR WAS 10 MINS AWAY FROM OPENING FOR THE DAY. DEPARTED AND SWITCHED TO DEP FREQ FOR MONITORING PURPOSES ONLY AND HEARD PLT OF FALCON THAT WAS BEHIND SQUAWKING TO APCH ABOUT WHETHER OR NOT I HAD MADE RADIO CONTACT. HE STATED THAT FIELD WAS NOT VFR. UPON ARRIVING AT LEX I CHKED SA FOR LUK AND INDEED THE REGULAR SA AT XG50 NOTED VISIBILITY AS 2 SM. THERE WERE NO RS OR SP RPTS ISSUED TO NOTE 'SUDDEN' VISIBILITY DETERIORATION. VISIBILITY TO ME AT TIME OF DEP COULD HAVE BEEN 2 MI BUT I 'ASSUMED' THAT NOTHING HAD CHANGED SINCE LAST CHKING AT XG30 AM. AWOS ON FIELD HAS NOT YET BEEN COMMISSIONED.
