Synopsis

MLG FLC FAILS TO START DSCNT IN TIME; MISSES XING RESTR BY 4000 FT.

Narrative

I WAS THE FO ON A FLT FROM OAK TO SNA; AND WAS THE PNF. OUR ROUTING WAS THE SKYLINE 3 DEP; FLW TRANSITION AND THE TANDY 2 ARR INTO SNA. ON OUR ARR INTO SNA WE WERE GIVEN A PLT'S DISCRETION TO FL240. THE CAPT INITIATED A SLOW DSCNT AND I INFORMED HIM THAT I WAS LEAVING THE FREQ TO GET THE SNA ATIS AND GET GATE INFO FROM OUR COMPANY. MY VOR WAS TUNED TO SXC AND THE CAPT'S WAS TUNED TO FIM IN ORDER TO INTERCEPT THE 148 DEG RADIAL. APPROX 2-3 MINS AFTER I RETURNED TO CTR FREQ THE CAPT EXCLAIMED 'UH-OH;' DEPLOYED THE SPD BRAKE AND STARTED A STEEP HIGH SPD DSCNT. I LOOKED AT THE ALT ALERTER AND NOTICED 14000 FT SET. I SAW OUR ALT PASSING FL180 AND THAT WE WERE 31 MI S OF FIM. I ASKED THE CAPT IF WE WERE GIVEN A XING RESTR AT MERMA OF 14000 FT AND HE SAID YES. WE MISSED OUR RESTR BY OVER 4000 FT. I THINK IT IS OBVIOUS THAT BOTH THE CAPT AND I FAILED TO USE PROPER COMS AND SITUATIONAL AWARENESS. WHEN I RETURNED TO THE FREQ; I SHOULD HAVE SCANNED ALL OF THE INSTS AND ASKED IF THERE WERE ANY CHANGES. THE CAPT SHOULD HAVE NOTIFIED ME OF ANY CHANGES FROM CTR WITHOUT ANY PROMPTING FROM ME. IN THE FUTURE; I PLAN TO DOUBLE CHK ALL CLRNCS WITH THE CAPT TO AVOID THIS TYPE OF SIT. FOR THE CAPT'S PART; HE NEEDS TO BE MORE AWARE OF WHICH VOR HE IS NAVING ON AND ENSURE HIS CURRENT LOCATION IN REF TO ALL INTXNS AND POSSIBLE XING RESTRS.
