C402 CHARTER PLT ON IFR FLT FAILS TO HEAR ATC INSTRUCTION TO TURN. SECOND CTLR TAKES OVER AND GETS HIS ATTN.

Narrative

AFTER TKOF FROM HYA ON A SINGLE PLT PART 135 CHARTER IN A C402 I WAS INSTRUCTED TO CLB TO 4000 FT AND TURN TO A HDG OF 270 DEGS. AS I WAS CLBING I WAS THEN INSTRUCTED TO TURN TO 240 DEGS AND JOIN V167 TO PVD. AT THIS TIME I WAS SUPPOSEDLY TOLD TO TURN TO A HDG OF 280 DEGS BUT I NEVER HEARD THE INSTRUCTION FOR SOME REASON I DO NOT KNOW. I BELIEVE THE CTLR TRIED TO CONTACT ME A FEW TIMES BECAUSE WHEN I FINALLY HEARD THE INSTRUCTION; IT WAS A DIFFERENT CTLR (I BELIEVE IT WAS A SUPVR); TELLING ME TO TURN TO 280 DEGS IMMEDIATELY. I ACKNOWLEDGED THIS INSTRUCTION AND TURNED. THE CTLR SEEMED A LITTLE PERTURBED AND MENTIONED THAT I SHOULD LISTEN AND RESPOND TO HIS INSTRUCTIONS IN A MORE TIMELY MANNER. I WANTED TO TELL HIM THAT I NEVER HEARD THE FIRST 2 OR 3 RADIO CALLS AND THAT WAS WHY I NEVER TURNED OR ACKNOWLEDGED HIS XMISSIONS; BUT IT SEEMED HE WAS VERY BUSY AND WASN'T INTERESTED IN MY EXPLANATION. A FEW MINS LATER I WAS GIVEN A FREQ CHANGE TO PVD APCH AND COMPLETED THE FLT; NEVER KNOWING WHY I WAS TOLD TO TURN TO 280 DEGS ANYWAY.
