FOKKER 100 FLC ALLOWS THEIR FMC TO PROGRAM A SPD DEV ON A DEP PROC.
WE WERE FLYING THE USUAL SID DEP FROM OUR HOME BASE; AND DEP HAD JUST HANDED US OFF TO ZTL. THE SID INCORPORATES A 280 KT SPD LIMIT UNTIL ADVISED BY ATC TO RESUME NORMAL. THE FO WAS FLYING AND I WAS MAKING A PA TO THE PAX WHEN THE HDOF OCCURRED. WHEN I FINISHED THE PA; I RPTED TO THE FO THAT I WAS BACK. WE HAD BY THAT TIME RECEIVED A CLRNC TO 13000 FT; AND THE FO HAD INITIATED THE CLB. CLRNC TO RESUME NORMAL SPD IS ALMOST ALWAYS GIVEN ON INITIAL CONTACT WITH CTR; BUT THIS TIME WAS AN EXCEPTION. THE FO MADE THE CLB TO 13000 FT IN THE 'PROFILE' MODE WHICH ALLOWS THE COMPUTER (FMS) TO DETERMINE OPTIMUM CLB SPD UNLESS THE PLT SPECIFICALLY OVERRIDES; AND THIS WAS NOT THE CASE. WHEN THE 13000 FT ALT WAS CAPTURED; THE ACFT LEVELED AND ACCELERATED TO 310 KTS. WITHIN A VERY SHORT TIME ATC ASKED US TO CONFIRM 280 KTS BECAUSE THERE WAS TFC (SAME DIRECTION) 5 1/4 MI AHEAD. WE IMMEDIATELY REDUCED SPD. I DO NOT BELIEVE A CONFLICT OCCURRED. THIS GOOF WAS MY FAULT FOR NOT INSURING THAT THE FO INSERTED A MANUAL LIMIT OF 280 KTS IN THE FMS. THE PA COULD HAVE WAITED ANOTHER FEW MINS. THE FO AND MYSELF WERE BOTH A LITTLE FATIGUED BY THE AMOUNT OF 'SITTING AROUND' TIME ON THIS PARTICULAR TRIP SERIES.
