Synopsis

THE PLT BELIEVED HE WAS A GOV DISPATCHED PLT ON AN EMER MISSION AUTH TO LAND AT HIS OWN RISK ON A CLOSED RWY.

Narrative

I WAS DISPATCHED BY A GOVT AGENCY TO FLY A METEOROLOGIST TO JOSEPH STATE ARPT. UPON ARRIVING OVERHEAD OF THE ARPT; IT WAS X'ED OUT ON BOTH ENDS. HAVING FLOWN FOR GOVT AGENCY IN THE PAST AND HAVING GOTTEN INTO TROUBLE FOR DELIVERING PAX TO AN ARPT OTHER THAN SPECIFIED; I DECIDED TO LAND AT MY OWN RISK AS THERE WAS NOT ANYTHING ON THE RWY ITSELF. I FLEW A DOWNWIND LEG TO BE SURE THE ARPT WAS CLR. WHEN I RETURNED TO HOME BASE (MFR) THERE WAS A CALL WAITING FOR ME FROM THE FAA. MY UNDERSTANDING WAS THAT AN ARPT WITH X OUT RWYS COULD BE LANDED ON AT MY OWN RISK. THIS WAS NOT PART 135. IT WAS PUBLIC USE FLT FOR A GOVT AGENCY; HAVING TO DO WITH EMERGENCY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED HE WAS FLYING A CESSNA 340. HE STATED HE HAD USED DUAT IN ADDITION TO THE GOVT AGENCY DISPATCH OF HIS FLT. HE SAID HE CHKED THE WX AT THE ARPT NEAREST TO JOSEPH STATE ARPT THAT HAD WX RPTING FACILITIES. HE SAID HE DID NOT CHK THE NOTAMS FOR JOSEPH STATE ARPT AND THAT THE RWY WAS NOTAMED CLOSED. HE SAID THE FAA WANTS TO SUSPEND HIS LICENSE FOR 90 DAYS.
