A GA PLT PRACTICING BANNER PICKUPS AND DROPS AT AN UNCTLED ARPT REENTERS THE TFC PATTERN INCORRECTLY AND IS COUNSELED BY AN FAA INSPECTOR AFTER LNDG.

Narrative

I PROCEEDED WITH MY APCH AND DROPPED THE BANNER APPROX MIDFIELD. I CONTINUED A R INSIDE PATTERN TO INSPECT THE DROP ZONE AND CONDITION AND LOCATION OF THE BANNER. IT APPEARED TO BE A GOOD DROP. DUE TO THE UNFAMILIARITY OF DROPPING/TOWING OP; I WAS CURIOUS ABOUT AN UNFAMILIAR SOUND AND PERFORMANCE CHANGE AFTER PICKING UP AND DROPPING THE BANNER. I WANTED TO LAND (ASAP) AND ASSURE MYSELF THE ACFT WAS OK; ETC; SO CONTINUING DOWNWIND ON THE S SIDE OF RWY 11 I CALL A TA 'FLAGLER TFC; BANNER IS S OF RWY 11 PLANNING FOR A R BASE ENTRY; RWY 11; FLAGLER.' I OBSERVED THE TFC FLOW AND THERE WAS A GRUMMAN TIGER ENTERING THE TFC PATTERN FROM THE N. I HAD TFC IN SIGHT. I CALLED 'FLAGLER TFC BANNER IS BASE TO FINAL; RWY 11 FLAGLER.' I LANDED AND TAXIED R ON THE FIRST CLOSED RWY AVAILABLE AND CALLED 'FLAGLER TFC BANNER CLRED ACTIVE RWY 11 FLAGLER.' (THERE WAS NO CONFLICT OTHER THAN ENTERING THE PATTERN NONSTANDARD. THERE WAS NO CLOSE CALLS OR EVASIVE ACTION TAKEN DUE TO THIS ENTRY.) I PROCEEDED TO CHK THE ACFT AND OP WHEN I WAS APCHED BY AN FAA EMPLOYEE. HE ASKED WHY I DID NOT ENTER THE PATTERN L TFC. INSTEAD OF CAUSING FURTHER HAVOC ON MYSELF I TRIED TO EXPLAIN TO HIM THE OP AND WHY I DID WHAT I DID; BUT IT WAS STILL AN INCORRECT ENTRY (NOT L TFC). THE FAA INSPECTOR TOLD ME ANOTHER (CORRECT) POSSIBLE ENTRY TO THE RWY 11. THE FAA INSPECTOR SAID TO LEARN FROM THIS AND HE WOULD NOT VIOLATE ME FOR THIS.
