CITATION 650 FLC WERE CLRED TO TAXI TO RWY; BUT TO HOLD SHORT OF THE PARALLEL. RPTR CAPT FORGOT TO HOLD SHORT; FO WAS DISTR WITH OTHER COCKPIT DUTIES AND ACFT ENCROACHED ON THE RWY. AN ACFT WAS PREPARING FOR TKOF; BUT CTLR HAD ACFT HOLD ON RWY AND CLRED RPTR ACFT ACROSS. NON ADHERENCE TO ATC CLRNC.

Narrative

WE TAXIED OUT OF THE N RAMP OF LFT ARPT ON AN IFR CLRNC. GND INSTRUCTED US TO TAXI TO RWY 4R VIA TXWYS F; B; J; AND HOLD SHORT OF RWY 4L. WE WERE ON TXWY B APCHING RWY 4L; WHEN GND CTL TOLD US ONCE AGAIN TO HOLD SHORT OF RWY 4L. BY THAT TIME WE WERE ALREADY ON RWY 4L WITH OUR NOSE ONTO THE RWY ABOUT 5 FT. I BRAKED HEAVILY AND WE STOPPED IN THAT POS. GND TOLD US TO HOLD THERE AND THAT ANOTHER ACFT (SINGLE ENG CESSNA) WAS ON RWY 4L AND HAD BEEN CLRED FOR TKOF. GND ASKED THE TWR CTLR TO HOLD THE OTHER ACFT IN POS AND THEN CLRED US TO GO AHEAD AND CROSS THE RWY. THE COPLT HAD HIS HEAD IN THE COCKPIT PERFORMING NORMAL DUTIES PRIOR TO TKOF AND DIDN'T SEE THE OTHER ACFT OR RWY 4L. I WAS TAXIING THE AIRPLANE; BUT DIDN'T LOOK FAR ENOUGH TO OUR R TO SEE THE ACFT IN POS ON THE RWY. IN ADDITION; THE FACT THAT GND CTL GAVE US ALL THE TXWYS TO FOLLOW TO RWY 4R MADE IT STICK IN MY MIND THAT WE WERE CLRED ALL THE WAY TO RWY 4R; EVEN THOUGH HE SAID HOLD SHORT OF RWY 4L. ADDITIONALLY; MINS PRIOR TO US LOADING OUR PAX ON BOARD AND TAXIING OUT; MY BOSS AND I HAD A HEATED DISCUSSION ABOUT TRIP SCHEDULING. THIS WAS DEFINITELY A DISTR TO ME WHILE TAXIING THE AIRPLANE. ALL OF THESE FACTORS IN COMBINATION CONTRIBUTED TO OUR FAILURE TO FOLLOW ATC INSTRUCTIONS PROPERLY. ALSO; AS WE OPERATE OUT OF LFT; WE MAY HAVE BECOME COMPLACENT ABOUT OUR RADIO COMS.
