A B727-200 EXPERIENCED SEVERE INFLT VIBRATION CAUSED BY THE L INBOARD AILERON FLUTTERING.
ACFT CAME IN FOR A LIGHT CHK; THE WORK PACKAGE CONTAINED AN 'EA' TO CHANGE THE L INBOARD AILERON QUADRANT CASTING. THIS CHANGE ALSO BECAME A ROUTINE MAINT CARD. NEITHER FORM CONTAINED ANY INFO ABOUT REMOVAL OR REINSTALLATION OF CABLE QUADRANTS. THE QUADRANTS WERE REMOVED; THE CASTING WAS REPLACED AND THE QUADRANTS WERE REINSTALLED WITHOUT ANY MAINT MANUAL REFED ON CARD. UPON REINSTALLATION OF QUADRANT A NEW PIVOT PIN WAS INSTALLED. THE OLD PIVOT PIN HAD A BUSHING INSTALLED UNDER THE PIN. THE PIN HAS STEPS ON IT AND THE BUSHING APPEARS TO BE JUST ANOTHER STEP ON THE PIN. THE NEW PIN WAS INSTALLED WITHOUT THAT BUSHING. THE INSTALLATION WAS BROUGHT BACK BY INSPECTION AND THE AILERONS WERE RIGGED. NO PROB WAS NOTED DURING THE RIG. ON THE FIRST FLT AFTER THE LIGHT CHK THE FLC NOTICED A VIBRATION ON THE ACFT. THE SO WALKED BACK IN THE ACFT AND NOTICED THE L INBOARD AILERON WAS FLUTTERING. ACFT TURNED BACK AND RETURNED TO THE GATE. FLT WAS CANCELED AND ACFT WAS BROUGHT BACK TO HANGAR. PANEL BELOW INBOARD QUADRANTS WAS REMOVED AND UPON INSPECTION BY MECH THE MISSING BUSHING WAS FOUND. MECH REPLACED THE MISSING BUSHING PER MAINT MANUAL. RIG AND OPS CHK OF AILERON WAS ACCOMPLISHED PER MAINT MANUAL. RIG CHKED OK. CLOSED AILERON PANEL AND ACFT WAS RELEASED FOR SVC. THE MECH SIGNED OFF THE LOGBOOK THAT HE REPLACED WORN BUSHING AND RIG AND OPS CHKED OK. LOGBOOK ENTRY WAS ENTERED THAT WAY SO AS NOT TO GET THE MECH THAT REINSTALLED THE QUADRANTS IN TROUBLE AS WELL AS THE INSPECTOR WHO BOUGHT IT OFF. ACFT WAS REPAIRED IN LESS THAN 1 HR AND WAS READY FOR FLT.
