Synopsis

AN SMA PLT RPTS THAT HE CLBED OVER A TOWPLANE THAT WAS FOULING THE INTXN OF BOTH RWYS AT 307. NMAC.

Narrative

LANDED AT HOLLISTER TO DO PATTERN WORK; TAXIED BACK AND HEARD A TOWPLANE 'HOLDING SHORT RWY 31.' THEN HEARD SAILPLANE PLT ASK UNICOM FOR WINDS (I ASSUMED THEY WERE INBOUND). UNICOM REPLIED WINDS CALM. I MADE THE CALL 'TAKING THE ACTIVE RWY 31; CLOSED TFC;' ENTERED AT TXWY A; AND ADVANCED TOWARDS THE DISPLACED THRESHOLD. AFTER REACHING TKOF PWR; I PROCEEDED DOWN THE RWY. I LIFTED OFF IN ABOUT 700 FT; AND AS I PULLED UP; I SAW THE TOWPLANE JUST ON THE OTHER SIDE OF RWY 24; STICKING OUT ON THE RWY. I WAS ABLE TO AVOID THIS TOWPLANE; BUT THE OPERATOR CLAIMED ON THE CTAF THAT 'THE SAILPLANE HAD MADE THE CALL.' THIS WAS BACKED UP BY THE UNICOM OPERATOR. I DID NOT HEAR ANY COM FROM ANY ACFT ADVISING THAT A TOWPLANE WAS ON THE ACTIVE RWY. APPARENTLY THEY DID NOT HEAR ME MAKE MY RADIO CALL EITHER. I HAD NO REASON TO EXPECT THIS ACTIVITY AT MID FIELD; AND HAD I NOT HAD SUFFICIENT AIRSPD TO TKOF; I WOULD HAVE HAD TO TAKE EVASIVE ACTION ON THE GND TO AVOID HITTING THE TOWPLANE. IN MY OPINION; TOWPLANES SHOULD MAKE COMPLETE POS RPTS; PARTICULARLY IF THEY ARE ON THE RWY FOR AN EXTENDED PERIOD OF TIME. I; IN TURN; SHOULD HAVE BEEN ABLE TO SEE THE TOWPLANE PRIOR TO GOING TO TKOF PWR.
