Synopsis

AN ACR DC10 RAN OFF THE END OF RWY 4R AT HNL WITH A TAILWIND AND RAIN.

Narrative

WX HAD BEEN DETERIORATING ALL DAY. HVY RAIN; WINDS FROM SE-SW (140 THROUGH 180) 10-25 KTS. RWY 8L WAS CLOSED DUE TO RESURFACING CONSTRUCTION. WX HAD DECREASED BELOW CIRCLING MINIMUMS; MAKING ILS RWY 4R ONLY AVAILABLE APCH. BECAUSE THE CONSTRUCTION IS BEHIND SCHEDULE (APPROX 3 WKS ON A 6 WK PROJECT); THIS SIT WILL CONTINUE. THE DC10 DEPARTED THE RWY AFTER LNDG DUE TO RAIN AND WIND CONDITIONS. IF RWY 8L HAD BEEN AVAILABLE THIS WOULD NOT HAVE OCCURRED. THE CONTINUED CLOSURE OF RWY 8L DURING THE BUSIEST TIME OF THE YR COMBINED WITH UNPREDICTABLE/CHANGEABLE WX SYS MAKES THIS TYPE OF OCCURRENCE LIKELY. CONSTANT FAILURE OF CONTRACTORS TO MEET SCHEDULED DEADLINES AND BOTH STATE AND FEDERAL FAILURE TO ENFORCE DEADLINES MAKES THIS SIT ALMOST 'NORMAL.' CLOSURE OF MAJOR RWYS SHOULD BE TIGHTLY MONITORED AND PENALTIES FOR FAILURE TO MEET SCHEDULED DEADLINES SHOULD BE SUFFICIENT TO REDUCE AND/OR ELIMINATE THIS PROB. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RWY 8L IS STILL CLOSED AS OF MID DECEMBER. THE PROJECT WAS TO HAVE TAKEN 6 WKS AND IS NOW 2 MONTHS OVERDUE. APPARENTLY THE STATE OF HAWAII IS IN CTL OF HNL AND CONTRACTS FOR CONSTRUCTION. THERE ARE NO DISINCENTIVES FOR TIME OVERRUNS; SO ALL CONSTRUCTION PROJECTS GO ON FOREVER; ON 'HAWAII TIME;' THE 'ALOHA SPIRIT.' THIS INCIDENT SHUT DOWN THE INCOMING TFC AS THERE WAS NO OTHER INST APCH AVAILABLE DUE TO THE WX. THE DELAY LASTED ABOUT 1 HR. RWY 8L IS REVERTING FROM USAF CTL TO STATE CTL AS SOON AS THE REPAIR IS FINISHED. THEN THE RWY WILL BE SHUT DOWN AGAIN TO REPAIR THE SUBSTRATE. THE RPTR BELIEVES THAT THE USUAL OVERRUNS WILL SHUT DOWN THE RWY FOR AT LEAST A YR VICE THE CONTRACTUAL 6 MONTHS. SUPPLEMENTAL INFO FROM ACN 352749: THE ATIS IN HNL WAS RPTING 400 BROKEN AND 1 MI; WINDS SE 10-15 KTS. WE SHOT THE ILS TO RWY 4R BREAKING OUT AROUND 250 FT; VISIBILITY WAS NEAR 1/2 MI. I APPLIED REVERSE AS SOON AS POSSIBLE; BUT WAS A LITTLE LATE ON THE BRAKES TRYING TO KEEP THE ACFT SOMEWHERE NEAR THE MIDDLE OF THE RWY WITH THE XWIND. DECELERATION APPEARED NORMAL. THE COPLT CALLED 80 KTS AND I'M NOT SURE WHERE; BUT I DID START TO COME OUT OF REVERSE. RWY 4R CROSSES RWY 8L WITH ABOUT 2200 FT REMAINING. THE INTXN HAD 4 WIDE POOLS OF STANDING WATER. I PROBABLY LET UP ON THE BRAKES TOO MUCH FEARING LOCKING THE WHEELS. ONE OF THE OTHER CREW MEMBERS CALLED 'REVERSE' AND I REAPPLIED MAX REVERSE AND BRAKES. THE ANTI-SKID WAS CONSTANTLY RELEASING BECAUSE OF THE WET RWY/PAINT. WE CAME TO A STOP WITH THE NOSE GEAR ON THE PAVED OVERRUN ABOUT 20 FT PAST THE RWY END LIGHTS. THE MAINS WERE STILL ON THE RWY. THERE WAS NO DAMAGE TO ACFT OR GND EQUIP. THERE WERE NO RPTS OF WATER ON THE RWY OR THE STRONG WINDS. WE WERE PROBABLY PUSHING THE MAX 10 KT TAILWIND. NEXT TIME I'LL CONSIDER FULL FLAPS.
