CHARTER SMT ALMOST CROSSED ACTIVE RWY WITHOUT CLRNC WHEN PLT LOSES TRACK OF HIS POS ON THE ARPT.

Narrative

I WAS CLRED FROM RAMP VIA TXWY F TO RWY 28L (GOV CHART PAGE 106). TAXI WAS UNEVENTFUL TO TXWY F WHERE I MADE A R TURN ONTO TXWY F1. I CONTINUED SBOUND SEEING BLUE TXWY LIGHTS WHEN GND CTL ISSUED ME A STOP WARNING IN A STRONG VOICE. I REALIZED AT THAT TIME THE TXWY MARKINGS I WAS LOOKING AT WERE OF TXWY B ON THE OPPOSITE SIDE OF RWY 28L. AT NO TIME DID I SEE THE WHITE RWY LIGHTS I WAS LOOKING FOR TO IDENT THE RWY OR THE LIGHTED RED BOX FOR RWY 28L/10R. I DID HAVE MY HEAD INSIDE THE COCKPIT LOOKING AT THE TAXI CHART NEAR TXWY F1 AND MIGHT EXPLAIN MISSING THE HOLD SHORT LINE AT TXWY F1. BRIGHT MERCURY LIGHTS; YELLOWISH IN COLOR FROM THE E RAMP; MIGHT HAVE REDUCED THE INTENSITY OF THE RWY LIGHTS FOR RWY 28L. THIS LIGHTING COMBINATION GIVES THE ILLUSION THAT A PARALLEL TXWY EXITS ON THE N SIDE OF RWY 28L. THE PROB WAS DISCOVERED BY AN ALERT GND CTLR. I'M NOT SURE IF I WOULD HAVE STOPPED BEFORE REACHING THE ACTIVE BUT I WAS LOOKING AT LNDG LIGHTS ON FINAL APCH OF AN ACR ACFT WHICH HAD ME BELIEVING I WAS AT THE ACTIVE. I'M NOTE SURE HOW TO PREVENT A RECURRENCE OTHER THAN REDUCE THE INTENSITY OF BACKGND LIGHTING ON ACFT RAMPS.
