Synopsis

CTLR COMPLAINT ABOUT A CONSTRUCTION CRANE THAT THE REGIONAL OFFICE APPROVED TO BE LOCATED NEAR A MIL ARPT. HT OF CRANE CAUSES ACFT TO FLY 100 FT HIGHER THAN THEY HAVE IN THE PAST AND CTLR THINKS THAT THIS IS UNSAFE.

Narrative

AT NAS PENSACOLA THERE ARE OVER 300000 OPS ANNUALLY. MOST ARE BY STUDENT PLTS DOING VARIOUS APCHS TO ACCOMPLISH TRAINING NEEDS. SINCE THERE ARE MANY INSTANCES WHERE THE PLT WANTS MULTIPLE APCHS; STANDARD MISSED APCHS WERE DEVELOPED TO PROCEDURALLY SEPARATE THE ACFT ON A MISSED APCH FROM ACFT INBOUND TO THE PATTERN. I HAVE SKETCHED A DIAGRAM BELOW TO DEPICT THE PROC. THIS OP PROVIDED A SAFE TRANSITION. THE FAA BECAME AWARE OF A CRANE; OVER A MONTH AGO; ON THE NPA 239 DEG RADIAL AT 6.09 DME AT 262 FT MSL. THIS REQUIRED CLBOUT ACFT TO CLB TO 1300 FT AND NO LONGER DID WE HAVE 500 FT BTWN VFR INBOUNDS AND CLBOUTS. IN ADDITION; INBOUNDS TO RWY 7 HAVE TO BE RESTR TO 1300 FT UNTIL PAST THE CRANE. NO PROCS HAVE BEEN CHANGED TO CORRECT FOR THESE NEW ALT REQUIREMENTS. NOR HAS THE MVA MAP BEEN CHANGED. THE STATE OF FLORIDA WAS GOING TO MAKE THE CRANE OWNER LOWER THE CRANE TO 249 FT TO ELIMINATE THESE PROBS. HOWEVER; THE FAA SOUTHERN REGIONAL OFFICE APPROVED THE CRANE HT SO THE STATE COULD NOT ACT. THIS CONSTITUTES AN UNSAFE OP WHICH COULD BE FIXED BY THE CRANE BEING LOWERED 13 FT FOR THE 1 YR IT WILL BE USED TO BUILD A CONDO. TO JEOPARDIZE LIVES AND PLACE CTLRS IN A BAD POS FOR 1 YR IS NOT PRUDENT WHEN THE CRANE COULD SIMPLY BE LOWERED 13 FT.
