Synopsis

CTLR AT DFW RPTS AN AIRSPACE CONGESTION PROB WITH SKYDIVERS ON THE BOWIE 1 STAR.

Narrative

ACFT X A LCL PARACHUTE JUMPER WAS DROPPING JUMPERS (2) FROM 14500 FT WITH PARACHUTES OPENING AT 13000 FT. THEN AGAIN MORE JUMPERS AT 8000 FT OVER KAGLE INTXN; LOCATED ON ONE OF THE BUSIEST JET ARR RTES DSNDING INTO THE SECOND BUSIEST ARPT IN THE WORLD -- DFW. AS PER LOA; JUMP ACFT ARE REQUIRED TO RPT WHEN ALL JUMPERS ARE BELOW 3500 FT. THIS ALLOWS FOR PARACHUTE TERMINATION ADVISORIES TO BE ISSUED TO ARRIVING ACFT THAT ARE FLYING THROUGH THE JUMP AREA. ACFT X RPTED JUMPERS AWAY AT 14500 FT AND 8000 FT. I ISSUED THE ADVISORY TO ALL OTHER ACFT. ACFT X RPTED THAT HE WAS BELOW 3500 FT AND WAS CHANGING FREQ. I ASKED IF ALL JUMPERS WERE BELOW 3500 FT. HE RPTED NEGATIVE. THE FIRST 2 JUMPERS THAT OPENED EARLY PARACHUTES WERE ONLY TO ABOUT 10000 FT. I REQUESTED ACFT X REMAIN ON FREQ UNTIL THEY WERE BELOW 3500 FT. HE REPLIED THEY'LL BE DOWN IN ABOUT 3 OR 4 MINS. I REMINDED ACFT X OF HIS REQUIREMENT IN THE LOA AND HOW DO I KNOW WHEN THE JUMP OP IS TERMINATED. AT THAT POINT HE TERMINATED RADIO CONTACT AND LANDED. DFW MGMNT AND ACFT X HAVE HAD SEVERAL CONFRONTATIONS OVER THIS OP DUE TO SEVERAL NEAR MISSES AND UNSAFE RPTS. ACFT X WANTS ALL ACFT (100'S OF THEM) TO BE VECTORED AND DELAYED AROUND HIS OP AND DISPLAYS THAT ATTITUDE ON FREQ. DFW MGMNT HAS REQUIRED CTLRS NOT TO VECTOR ACFT OFF THE ARR BECAUSE THEY THINK THE DROP ZONE IS SLIGHTLY N OF THE ARR COURSE AND SHOULDN'T BE A FACTOR WHICH IS PROBABLY TRUE IF THIS WAS A PERFECT WORLD AND WIND DRIFT; ELECTRONIC VARIATIONS NEVER HAPPENED. JETS ARE DSNDING FROM 11000 FT TO 5000 FT. JUMPERS ARE DOING THE SAME. MGMNT REQUIRES CTLRS NOT TO VECTOR; JUMPERS REFUSE TO COOPERATE OR PROVIDE REQUIRED INFO. WHO IS RESPONSIBLE WHEN A JUMPER CRASHES THROUGH THE WINDSHIELD OF A DC10 AND 200 PEOPLE DIE; SOME POOR CTLR TRYING TO DO THEIR JOB WITH THEIR HANDS TIED?
