AN ACR FA28 FO RPTS THAT HIS CAPT WILL NOT FOLLOW TAXI INSTRUCTIONS.

Narrative

ON SEA GND TAXIING TO THE RAMP; I CHKED IN WITH GND AND WE ARE CLRED TO PROCEED TO THE E SIDE OF THE TXWY AND STOP. CONDITIONS WERE NIGHT; MODERATE RAIN SHOWERS; AN MD11 IS PUSHING OUT AND HAS STOPPED FACING S TO UNHOOK THE TOW BAR AND START. 1 B737 TAXIING NBOUND; BUT STILL S OF MD11 ON THE TAXI LINE. 2 B737'S TAXIING SBOUND ON THE TXWY APCHING ABEAM THE BASE OF THE TWR; JUST APCHING THE S PART OF MY ACR'S RAMP. THEY WERE SLOWING TO GIVE WAY TO US. THE CAPT HEARD THE CLRNC; BUT CONTINUED TO TAXI AND DID NOT STOP. I REPEATED OUR CLRNC TO STOP. HE MADE SEVERAL COMMENTS TO THE EFFECT OF ALWAYS BEING GIVEN LOW PRIORITY; ALWAYS HAVING TO GIVE WAY TO OTHER GUYS. I CLEARLY AND MORE FORCEFULLY RESTATED OUR CLRNC TO STOP WHERE WE WERE. NO RESPONSE AND CAPT CONTINUED TO TAXI WITHIN A FEW HUNDRED FT OF THE REAR OF THE MD11 AS IT STARTED ENGS. WE STILL CONTINUED TO MOVE; CAPT CALLED GND AND TOLD THEM HE BELIEVED WE COULD GET BEHIND THE MD11 AND CONTINUE TO THE GATE. BY THIS TIME; THE NBOUND B737 WAS IN CLOSE PROX OF MD11'S 2 O'CLOCK POS ABOUT THE SAME DISTANCE THAT WE WERE BEHIND; WE WERE DISPLACED TO THE E OF THE TAXI LINE CLOSE TO MY ACR'S RAMP WITH THE 2 SBOUND B737'S AT OUR 4 O'CLOCK POS. GND CAME BACK WITH THE FOLLOWING; 'IF YOU WOULD HAVE FOLLOWED YOUR CLRNC IN THE FIRST PLACE; WE WOULD NOT HAVE THIS SIT NOW. YOU CONTINUE TO THE GATE AND WHEN YOU ARE CLR WE'LL SORT IT OUT.' GRANTED; GND HAD A TFC PROB ON ITS HANDS THEY PROBABLY CREATED; BUT WE WILLFULLY AND DELIBERATELY FAILED TO COMPLY WITH THE CLRNC. THE COMPANY HAS BEEN APPRISED OF THIS SIT AND ACTION IS PENDING VIA THE DECISION OF THE COMPANY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR FLIES FOR A SMALL ACR WITH ONLY ABOUT 600 PLTS. THERE IS NO UNION TO HELP WITH THIS PROB. THE CAPT; THAT IS THE PROB; IS ON THE PLT COMMITTEE THAT DEALS WITH THE ACR; SO COMPLAINING TO THIS COMMITTEE WOULD BE USELESS. THE RPTR IS NEW WITH THE ACR BUT IS A RETIRED MIL PLT. HE RPTS THAT THE SUBJECT CAPT HAD A FIST FIGHT WITH ANOTHER CAPT ON THE RAMP; IN FULL VIEW OF THE PAX. THE RPTR IS ON RESERVE. HE HAS FLOWN 12 LEGS WITH THE CAPT AND HAS NOT BEEN ALLOWED TO FLY THE ACFT. THE CAPT WILL NOT DISCUSS THE SIT. THE RPTR HAS TAKEN THIS PROB TO HIS CHIEF PLT WHO HAS SAID THAT THE RPTR DOES NOT HAVE TO FLY WITH THE CAPT AGAIN. THE RPTR PROMISES THAT HE WILL NOT. THE CAPT USED THE COMPANY MAIL SYS TO SEND A LETTER TO THE RPTR THREATENING HIM WITH A LAWSUIT IF THE RPTR DID NOT STOP TALKING ABOUT THE CAPT. OTHER FO'S HAVE TALKED TO ACR MGMNT BUT THE RPTR IS THE FIRST TO PUT ANYTHING ON PAPER. THE CAPT IS STILL FLYING. THE RPTR IS LOOKING FOR EMPLOYMENT WITH A MAJOR ACR.
