GND OBSERVER RPT REGARDING ACFT LNDG ON RWY FROM OPPOSITE DIRECTIONS DUE TO WRONG FREQ FOR CTAF BEING USED. FSS WAS CLOSED BUT PLTS STILL USING OLD FREQ DUE TO NOTAM NOT BEING GIVEN IN BRIEFINGS. LACK OF COM WITH ARPT WRONG FREQ.
RECENTLY AT BOWLING GREEN THE LCL FSS WAS CLOSED. SAFETY WAS OF NO CONCERN WITH THE FAA AT THE TIME OF THE CLOSURE. 2 ACFT ARRIVED; ONE ACFT WAS ON UNICOM; THE CORRECT FREQ; WHILE THE OTHER ACFT WAS ON THE OLD FSS FREQ (WHICH IS CORRECT ACCORDING TO THE NEW NOS CHARTS). NOTAMS HAVE BEEN ISSUED ABOUT THE FREQ CHANGE; BUT ACCORDING TO MANY PLTS THAT ARE COMING INTO BOWLING GREEN THEY WERE NOT GIVEN THE NOTAM. THE 2 ACFT WERE LNDG AT THE SAME TIME ON DIFFERENT ENDS OF THE RWY. FORTUNATELY THE ACFT WERE FAR ENOUGH APART THAT THEY DID NOT HIT. THIS IS NOT THE FIRST TIME FOR THIS. BOTH OF THESE ACFT WERE PIPER CHEROKEES. BUT THERE HAVE BEEN LARGER TURBINE POWERED ACFT THAT HAVE BEEN INVOLVED IN SIMILAR INSTANCES. SINCE THE CLOSURE OF THE BOWLING GREEN FLT SVC STATION THE SAFETY OF THE ARPT HAS GONE OUT THE WINDOW. UNLESS SOMETHING IS DONE; THE NEXT FORM TO BE FILLED OUT WILL GO TO THE NTSB BECAUSE OF AN ACCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT HE WAS AN OBSERVER TO THIS INCIDENT AND HE AND HIS COMPANY ALERTED THE ARPT MGR AND THE LCL FSDO. WITH ASSISTANCE FROM THE REGIONAL OFFICE; THE FSS PERSONNEL WHO WERE PRESENT TO MONITOR THE ASOS WERE GIVEN PERMISSION TO INFORM PLTS WHO USED THE OLD FREQ OF THE NEW CTAF FREQ. PLTS ARE STILL NOT RECEIVING THE NOTAM AND ARE LNDG WITH NO COM. IT HAS GOTTEN TO BE A VERY UNSAFE SIT. THE LCL PLTS WOULD LIKE TO SEE A TWR ACTIVATED BUT HAVE BEEN TOLD THERE IS NOT SUFFICIENT TFC.
