UNAUTH RWY ENTRY NIGHT OP BY B727 FLC. A PREVIOUS ACFT EQUIP PROB THAT HAD BEEN CORRECTED INVOLVED THE ACFT IN A 3 FREQ SIT FOR TAXI. FLC PERCEPTION WAS SUCH THAT THE CLRNC INTERP HAD THEM CROSS THE WRONG RWY.

Narrative

DURING LNDG ROLL; ACFT BEGAN TO SHIMMY WILDLY. BROUGHT ACFT TO STOP ON RWY 27 AND ADVISED TWR TO ALERT EMER EQUIP. APPEARS TORSION LINK DISENGAGED UPON LNDG CAUSING NOSEWHEEL TO CASTER VIOLENTLY. LINK WAS REINSERTED AND WE ADVISED TWR WE WOULD LIKE TO TAXI TO SEE IF WE HAD POSITIVE CTL. AFTER ASCERTAINING WE HAD POSITIVE CTL; WE ADVISED TWR WE WOULD LIKE TO TAXI TO GATE. TWR CLRED US TO TAXI AND HOLD SHORT OF RWY 22L. WE ACKNOWLEDGED THE XMISSION; HOWEVER; IN THE CONFUSION OF TAXIING AND BEING SURROUNDED BY EMER EQUIP; WE INADVERTENTLY CROSSED RWY 22L AND STOPPED SHORT OF RWY 22R ON TXWY W. SUPPLEMENTAL INFO FROM ACN 355995: NOW DURING ALL OF THIS; WE HAD 3 DIFFERENT FREQS TUNED IN: THE TWR; FIRE COMMAND; AND THE COMPANY'S FREQ. WHILE THE FO WAS CALLING TWR THE CAPT TOLD ME (SO) TO SET FOR START FOR ALL 3 ENGS. NOW ALL 3 RADIO FREQS WERE TUNED IN AND ALL HAD A LOT OF CHATTER. I MADE A DECISION TO HELP CUT DOWN ON MY WORKLOAD. I TURNED OFF THE TWR FREQ TO MY PANEL. THE REASON FOR THIS WAS IF THERE WERE ANY OTHER PROBS WITH THE ACFT; I COULD HEAR THE FIRE COMMANDER AND OUR MAINT SUPVR CLRLY (THE MAINT SUPVR WAS RIDING WITH THE FIRE COMMANDER). THE TWR ADMITTED TO US THERE WAS NO DANGER; BUT THIS INCIDENT HAD TO BE RPTED TO THE LCL FAA OFFICE. IN RETROSPECT; WE SHOULD HAVE ONLY BEEN ON 1 FREQ AND THAT WOULD HAVE STOPPED ALL OF THE CONFUSION.
