ACR JET R ENG AT HIGH IDLE AFTER ENG START. AFTER COM WITH MAINT; ACFT DEPARTED. DISPATCH TRIED TO STOP DEP FOR INCORRECT ISSUANCE OF MEL FOR PERFORMANCE LIMITATION CONSIDERATIONS FOR ABORT AT BUR WITH ENG AT HIGH IDLE. ENG FUNCTIONED NORMALLY. MEL WAS REMOVED AT FIRST LNDG AFTER BUR.
ON IOE INSTRUCTIONAL FLT FOR A NEW FO. AFTER ENG START AT BUR; NOTICED HIGH IDLE ON R ENG. ALL OTHER PARAMETERS NORMAL. ELECTED TO TAXI CLR OF TERMINAL AREA AND PULL OFF AT RUNUP AREA TO ATTEMPT TO CLOSE BLEEDS IN ENG BY ADVANCING PWR. PHONE PATCH WITH MAINT CTL WAS MADE TO DISCUSS PROB AND ENRTE MEL RECEIVED. AS ACFT DEPARTED; DISPATCH TRIED TO STOP DEP FOR INCORRECT ISSUANCE OF MEL DUE TO PERFORMANCE LIMITATION CONSIDERATIONS FOR ABORT ON RWY AT BUR WITH ENG AT HIGH IDLE. ON SUBSEQUENT LNDG; ENG FUNCTIONED NORMALLY AS IT DID FOR NEXT LEG. MEL WAS REMOVED AT THE FIRST LNDG AFTER BUR. THE RELEVANT LESSON HERE IS AN OLD ONE OF HUMAN FACTORS: 1) HAD EVEN 2 OR 3 MINS MORE TIME ELAPSED BEFORE TKOF; DISPATCH WOULD HAVE CORRECTED MEL ISSUANCE. SO MOVE SLOWLY AND METHODICALLY; DO NOT ASSUME OR RUSH. 2) HAD I; AS CAPT; FINISHED MY REVIEW COMPLETELY OF PERFORMANCE INFO IN MEL BOOK; IE; NOT ASSUME IT WOULD ONLY AFFECT LNDG; I WOULD HAVE CAUGHT PERFORMANCE CAUTION FOR ABORT -- IE; NO MATTER WHAT YOU THINK OR BELIEVE; ALWAYS READ THE WHOLE PROC.
