CTLR PHX ATCT CLAIMS THAT FLT SCHOOL TRAINING SHOULD NOT BE AT THAT ARPT DUE TO THE LARGE VOLUME OF ACR ACTIVITY.
A C152; WAS CLRED FOR TKOF AND AFTER SAFELY AIRBORNE WAS ASSIGNED A 130 DEG HDG FOR VECTORS OUT OF THE CLASS B AIRSPACE. ACFT WAS ASKED ON 3 SEPARATE OCCASIONS TO TURN XPONDER ON; AS I WAS NOT RECEIVING THE ASSIGNED XPONDER CODE; SO I COULD IDENT ACFT. AFTER FINALLY RECEIVING A WEAK PRIMARY RADAR RETURN WITH NO XPONDER; THE ACFT WAS 4 1/2 NE OF THE ARPT ON AN APPROX 50 DEG HDG. THE ACFT HAD NOT ACKNOWLEDGED ANY OF MY XMISSIONS SO I TERMINATED RADAR SVC AND BROADCASTED TO REMAIN BELOW 2500 FT AND TO REMAIN CLR OF THE CLASS B AIRSPACE. THE ACFT EVENTUALLY CLBED TO 5000 FT WITHOUT APPROVAL BY ATC. THESE ARE RECURRING PROBS AT PHOENIX'S CLASS B AIRSPACE. BECAUSE THE CITY AND FAA ALLOWS STUDENT PLT TRAINING IN CLOSE PROX OF THE ARPT; THE STUDENTS ARE INADEQUATELY TRAINED TO FLY IN THIS ENVIRONMENT. LAST YR'S TFC COUNT FOR PHX SKY HARBOR WAS CLOSE TO 600000 OPS; WITH WELL OVER 300000 PLUS BEING ACR. IT IS MY CONCERN THAT SOMEWHERE IN THE NEAR FUTURE WE'LL HAVE A MIDAIR COLLISION BTWN A LOW TIME STUDENT PLT AND ACR RESULTING IN A SIGNIFICANT LOSS OF LIFE. CORRECTIVE ACTION IS TO STOP ALL STUDENT TRAINING AT PHOENIX SKY HARBOR. THERE ARE 6 PLUS ARPTS WITHIN 10 FLYING MI WHERE THESE ACFT COULD GO FOR THEIR REQUIRED TRAINING.
