A B747-122 HAD THE RIGHT BODY GEAR STRUT DOOR REPLACED PER THE MAINT MANUAL BUT OMITTED THE JACKING AND RETRACTION OF THE GEAR TO CHK FOR FIT AND FUNCTION. MANUAL PROC NOT COMPLETED.

Narrative

ON JAN 1997; I RECEIVED MY JOB ASSIGNMENT TO ASSIST MECH ABCD AND MECH HIJK WITH THE INSTALLATION OF THE R HAND BODY GEAR STRUT DOOR ON ACFT. THE ORIGINAL DOOR HAD BEEN REMOVED DUE TO CORROSION; IT WAS SENT TO THE MAINT SHOP FOR REWORK. ANOTHER DOOR WAS ROBBED FROM AN ACFT IN OVERHAUL AT THE MAINT FACILITY IN ZZZ AND ROUTED TO OUR ACFT. AFTER EXAMINING THE DOOR AND FINDING IT COMPATIBLE AND SERVICEABLE; THE OTHER MECHS AND I PROCEEDED TO INSTALL THE DOOR PER MAINT MANUAL. THE MAINT MANUAL REQUIRES A 'GEAR SWING' TO CHK FIT AND FAIR OF THE NEW DOOR. WE PROCEEDED TO GET THE EQUIP READY FOR A GEAR SWING. WE SOON REALIZED THAT THE FLOOR ELEVATOR SYS IN THE DOCK THAT WE WERE WORKING WAS NOT OPERATING. WE WERE TOLD TO MOVE THE ACFT TO JACK AND MOVE ALL THE EQUIP DOWN THERE TO PREPARE FOR A 'GEAR SWING.' WE PROCEEDED TO DO THIS. BY THE TIME WE MOVED THE ACFT TO THE LARGE HANGAR; LATE NIGHT SHIFT HAD COME IN AND WAS READY TO TAKE OVER THE JOB. WE SIGNED THE PAPERWORK AND ENTERED IT INTO THE COMPUTER AS TO WHAT STEP WE HAD ACCOMPLISHED TOO. WE INFORMED THE LEAD AND THE FOREMAN THAT WE HAD INSTALLED THE DOOR AND MOVED THE ACFT TO THE NEW HANGAR FOR A GEAR SWING THAT WAS REQUIRED PER THE MAINT MANUAL. WE PUT THE WRITE-UP AND THE COPY OF THE MAINT MANUAL ALONG WITH THE ROBBED UNIT TAG ON THE PLANNING BOARD FOR THE NEXT CREW. AT THIS POINT I HAD COMPLETED MY TURNOVER TO THE OTHER SHIFT AND HAD SIGNED THE PAPERWORK. I PROCEEDED TO GATHER MY TOOLS AND GET READY TO GO HOME. THE NEXT DAY AT BRIEFING I WAS INFORMED BY MECH ABCD THAT THE LATE NIGHT SHIFT HAD NOT DONE THE GEAR SWING AND THE LATE NIGHT FOREMAN HAD SIGNED THE PAPERWORK AS COMPLETED PER MAINT MANUAL. THE DAYSHIFT UNION REPRESENTATIVE WAS INFORMED OF THE SIT. HE PROCEEDED TO CONTACT THE ENGINEERING DEPT. THE ENGINEERING DEPT DETERMINED THAT SINCE THE ACFT WAS IN REVENUE SVC IN HNL; THE GEAR DOOR WOULD BE REMOVED; PUT IN THE CARGO PIT AND FLOWN TO XXX FOR PROPER INSTALLATION PER THE MAINT MANUAL.
