STUDENT PLT OF A C172 WAS RPTED BY A FLC OF B737 FOR BEING OPPOSITE DIRECTION TFC ON AN ARR RTE AND ALT CAUSING A HAZARD AND CONFLICTION TO NORMAL TFC SPACING.

Narrative

I'M A STUDENT PLT; FLYING A C172/U SOLO FROM F-70 TO WHP TO CMA-SBA. I TERMINATED FLT FOLLOWING WITH SOCAL APCH OVER THE ROSE BOWL DSNDING INTO WHP ARPT AND SQUAWKED 1200 AND ALT. STAYED N OF BURBANK CLASS 'C' CONTACTED WHP TWR; LANDED; TAXIED BACK AND TOOK OFF. MADE A 'L' TURN TO XWIND PRIOR TO 4 STACKS AND MADE AN APPROVED 'L' DOWNWIND DEP N TO OVER THE SAN FERNANDO RESERVOIR. REQUESTED AND RECEIVED FREQ CHANGE FROM WHP TWR. I STAYED CLR OF VAN NUYS CLASS 'C' BY FLYING APPROX 245 DEGS FROM SAN FERNANDO RESERVOIR TO INTERSECT A 255 DEG RADIAL FROM VNY VOR AND TO CMA. WHILE AT CRUISE 120 KTS (10-12 NM FROM VNY) AND 4500 FT MSL I SAW A COMMERCIAL (?) B737 JET DSNDING OUT OF APPROX 6000 FT ON THE V326 255 DEG RADIAL EBOUND (APPROX 075 DEGS). I WAS STILL N OF THE 255 DEG RADIAL; NEITHER OF US NEEDED TO EXECUTE ANY EVASIVE MANEUVER. I CONTACTED MUGU APCH ON 124.7 AND OBTAINED FLT FOLLOWING AND CONTINUED FLYING TO SBA. PRIOR TO SBA; MUGU ASKED IF I WAS THE C172 OUT OF WHP AND I ANSWERED YES. THE CTLR ADVISED ME TO CONTACT THE DUTY SUPVR AT SOCAL AT (TELEPHONE NUMBER) WHEN I LANDED. I LANDED AT SBA AND CALLED. THE SUPVR TOLD ME THE CAPT OF THE B737 HAD RPTED ME AND REQUESTED AN INVESTIGATION. I EXPLAINED I WAS VFR; OUTSIDE OF CLASS C; SQUAWKING ALT AND 1200 MODE C AND THEN I SAW THE ACFT AND IT WAS 'NO FACTOR.' I RETURNED TO MY FBO AND DISCUSSED THIS WITH MY CFII AND HE TOLD ME THAT I'M NOT REQUIRED TO CONTACT SOCAL AT THAT LOCATION. I FEEL (ALTHOUGH I HAVE LITTLE EXPERIENCE) THESE LOW ALT JET IFR ARR RTES (BELOW 10000 FT MSL) SHOULD BE DEDICATED AIRWAYS AND MARKED EXTENSIONS OF CLASS C AIRSPACE.
