AN ACR MD80; SUPER 80 FLC ON APCH TO RWY 17L HAS AN ATR GET CLOSE ENOUGH TO CAUSE A TCASII 'RA' TWICE RESULTING IN BOTH THE MD80 AND THE ATR GOING AROUND.
WX WAS SEVERE VMC; NIGHT ARR BYP1 FOR RWY 17L. ON A VECTOR 240 DEGS LEVEL 4000 FT AT XA52Z; TOLD TO HEAD 170 DEGS; UNUSUAL AS TRACK PARALLEL TO RWY 17L; E OF ARPT AT THIS TIME. ADVISED TO FIND A BEECH AT OUR 2 O'CLOCK; MULTIPLE TARGETS AS ALL RWY TO OUR W; RPTED NOT IN SIGHT. XA55Z ATC TURNED US TO 180 DEGS; DSCNT 3000 FT; CALLED OPPOSITE DIRECTION ATR DOWNWIND AT 4000 FT. CALLED HIM IN SIGHT AT 10 O'CLOCK; APCH CLRED US VISUAL RWY 17L; THE BEECH HAS US IN SIGHT. UNCLR OF ATR CLRNC; BUT LATER SEEMED TO RECALL HE WAS TO FOLLOW US. AT XA59Z GOT TCASII TA; THEN RA OF 1500 FPM CLB; DUE TO TFC ROLLING IN LOW BEHIND; WE INITIATED; TRIED TO CALL APCH; NOW 8 MI FINAL. FREQ JAMMED AS APCH STILL SORTING BEECH AND ATR. GOT CLR OF CONFLICT TCASII. TRIED TO RESUME VISUAL; STILL E OF CTRLINE RWY 17L TRYING TO JOIN AND GOT SECOND RA; I ASKED FO IF HE COULD SEE TFC; IT WAS THE ATR THAT HAD CUT IN BEHIND US AT 5 O'CLOCK; 1 MI 200 FT BELOW. AGAIN COMPLIED WITH TCASII AND I DIRECTED FO FLYING TO GAR; STILL WITH APCH AT 6 MI. ADVISED ATC; THEY ASKED OUR INTENT. STATED COMPLYING WAS REQUIRED AND AT THIS POINT COMPLETELY UNSTABLE APCH PASSING THROUGH 3000 FT AT 6 MI PER TCASII LEVELED AT 3000 FT. ATR ALSO WENT AROUND; REASON UNKNOWN. THE ATR WAS TO HAVE FOLLOWED US.
