Synopsis

A MOONEY 20C ACCOMPLISHED AN EMER LNDG DUE TO FAILURE OF THE NOSE LNDG GEAR TO EXTEND.

Narrative

ON FEB/THU/97; I FILED AND FLEW AN IFR FLT PLAN FROM DCA TO MIV. DURING THE FINAL APCH PHASE I LOWERED THE LNDG GEAR AS PART OF THE LNDG CHKLIST. THE LNDG GEAR SWITCH WAS IN THE DOWN POS; HOWEVER; THE GEAR DID NOT GIVE THE USUAL RESPONSE OF A THUD AND CLICK WHEN DOWN. THE 'AMBER UP' LIGHT WAS OUT BUT THE 'GREEN DOWN' LIGHT WAS OUT ALSO. CHKING THE VISUAL GEAR POS INDICTOR ON THE FLOOR SHOWED THE GEAR WAS PARTIALLY DOWN. THE APCH WAS ABANDONED AND A MISSED APCH WAS EXECUTED. I CONTACTED ATLANTIC CITY APCH AND TOLD THEM I WAS HAVING A GEAR PROB AND NEEDED SOME PLACE TO GO INTO AN IFR HOLD. I MADE NUMEROUS ATTEMPTS TO RESET AND RECYCLE THE GEAR USING THE PLTS OPERATING HANDBOOK AND EMER EXTENSION SECTION. THEN I TRIED THE MANUAL GEAR EXTENSION PROC CHKLIST IN THE PLTS OPERATING HANDBOOK EMER SECTION. TRYING BOTH PROCESSES NUMEROUS TIMES; I WAS UNABLE TO GET THE GEAR TO OPERATE EITHER UP OR DOWN. I ADVISED ACY APCH I WAS HAVING A GEAR PROB AND ASKED FOR THE LATEST WX IN THE AREA. ATLANTIC CITY VECTORED ME TO A SURVEILLANCE APCH AND ONCE BELOW THE OVCST LAYER; FLEW BY THE TWR FOR A VISUAL CHK OF THE GEAR'S POS. THE TWR ADVISED ME THE GEAR DOORS WERE PARTLY OPEN; BUT THE GEAR WAS NOT DOWN. AFTER A FEW MORE ATTEMPTS AT GETTING THE GEAR DOWN I ADVISED THE TWR THAT I WOULD HAVE TO LAND WITH THE GEAR IN THE CURRENT POS. I THEN STOWED ALL OF THE EQUIP IN THE COCKPIT AND COMPLETED THE EMER LNDG CHKLIST. THE CFR EQUIP WAS STANDING BY WHEN I LANDED ON RWY 22 AT XC00 LCL TIME; WITH THE LNDG GEAR PARTIALLY EXTENDED. THE ACFT CAME TO REST 200-300 FT BEYOND THE TOUCHDOWN POINT. I COMPLETED THE ACFT SHUTDOWN VIA THE EMER CHKLIST AND EXITED THE PLANE.
