TCASII AIRSPACE DESIGN DEFICIENCY. RPTR ACFT ARRIVING ON A RADIAL CONFLICT WITH ANOTHER ACFT DEPARTING ON THE SAME RADIAL. RPTR AND OTHER ACFT WERE IN VISUAL AS WELL AS RADIO CONTACT AND EACH TOOK EVASIVE ACTION. RPTR RECOMMENDS THAT FLTS NBOUND FROM GUA FILE ROUTING UR630 TO BZE AND UB764 TO PRECLUDE SUCH CONFLICTS.
TFC CONFLICT IN THE GUATEMALA ARPT TERMINAL AREA. ON FEB/XX/97; A NEAR MIDAIR WHILE ON APCH TO GUA. WX WAS PARTLY CLOUDY. FLT WAS CLRED FOR THE VOR DME -- RWY 01 WHILE XING RABINAL VOR IN A DSCNT TO 11000 FT. OUTBOUND ON THE RAB 184 DEG RADIAL; INBOUND TO AUR VOR; WE RECEIVED A TCASII ALERT TO CLBING TFC AT OUR 12 O'CLOCK POS. AN ACR B757 DEPARTING GUA ON THE RABINAL 2 DEP. WITHIN ABOUT 2-3 MI OF EACH OTHER; WE ATTAINED VISUAL AND RADIO CONTACT AND EACH ACFT MADE ADDITIONAL 30 DEG TURN- AWAYS TO ATTAIN ACCEPTABLE CLRNC. THE UNDERLYING PROB IS THE RABINAL 2 DEP CONFLICTS WITH THE STANDARD ARRIVALS USING GUA RWY 01. BOTH USE THE AUR 004/RAB 184 DEG RADIALS. STANDARD TKOF CLRNC FROM GUA RWY 01 HAS BEEN THE RABINAL 2 DEP WITH AN UNRESTR CLB TO CRUISE ALT. THIS OBVIOUSLY CONFLICTS WITH ARRIVALS FROM THE N OVER RAB. I WOULD SUGGEST AN MESSAGE TO WARN OF THIS PROB ON ALL GUA RELATED FLTS AND FURTHER INVESTIGATIONS AND RECOMMENDATIONS BY OUR PEOPLE TO SAFEGUARD AGAINST THIS ACCIDENT WAITING TO HAPPEN. ON FLTS FROM GUA WE HAVE BEEN FILED NBOUND ON UG765. I SUGGEST FILING FOR UR630 TO BZE AND UB764 NBOUND THIS WILL ALLOW US TO USE THE PALMA 1 DEP AND AVOID THESE CONFLICTS.
