GOV FLC OF A NORTH AMERICAN SABRELINER BECAME DISTRACTED AFTER TKOF BY DC10 OVER THE DEP RWY CAUSING THEM TO FIRST OVERSHOOT CLB ALT AND THEN OVERSHOOT WHEN CORRECTING BACK TO ASSIGNED ALT. THEY ALSO EXCEEDED THE MAX AIRSPD BELOW 10000 FT MSL.

Narrative

MODERATE TO SEVERE TURB WAS RPTED AND FORECAST FOR NJ AREA AT TIME OF TKOF. I WAS FLYING SABRELINER. I WAS CLRED FOR TKOF ON RWY 24. A DC10 WAS VISIBLE OVER DEP END OF RWY 24 AT A LOW ALT. TKOF WAS NORMAL. AT 1500 FT MSL; I BEGAN A TURN TO 280 DEGS; AND FURTHER CLB TO 3000 FT MSL. AS I PASSED 1700 FT MSL; ATC INSTRUCTED ME TO MAINTAIN 1500 FT MSL AND TO STOP TURN AT 270 DEGS. AT THIS TIME WE WERE WITHIN 500 FT VERTLY AND LESS THAN A MI HORIZLY. ATC QUERIED IF WE SAW THE DC10. WE ANSWERED AFFIRMATIVELY. ATC INSTRUCTED US TO MAINTAIN VISUAL SEPARATION WITH THE DC10; CLB TO AND MAINTAIN 6000 FT MSL. WE DECLINED AS THAT WOULD HAVE TAKEN US THROUGH THE DC10'S WAKE. ATC FINALLY TURNED US S WITH INSTRUCTIONS TO INTERCEPT THE COL 350 DEG RADIAL; CLB TO AND MAINTAIN 6000 FT MSL. OVERHEAD EWR; WE HAD A HYD WARNING LIGHT ILLUMINATE AT THE SAME TIME; ATC POINTED OUT TFC OFF EWR. OUR ALT GOT TO 6500 FT MSL; THEN TO 5500 FT MSL; AS WE CORRECTED FINALLY TO 6000 FT. OUR AIRSPD GOT TO 290 KIAS. EVERY CONCEIVABLE DISTR OCCURRED AND CONTRIBUTED TO THE EVENT(S). ATC SHOULD NEVER HAVE CLRED US FOR TKOF WITH THE PROX OF THE DC10. THE DISTR/CONFUSION THAT CAUSED SET THE SNOWBALL ROLLING FOR THE ALT/AIRSPD DISCREPANCIES WHICH FOLLOWED.
