A C152 THAT HAD BEEN MAKING TOUCH-AND-GOES WAS INSTRUCTED TO MAKE A LOW APCH INSTEAD AND MISINTERPRETED THE CLRNC. AS HE STARTED A TKOF FROM RWY 28R THE TWR CTLR QUESTIONED HIS ACTIONS AND ADVISED HIM OF TFC ON FINAL FOR RWY 10L. THE C152 CLRED OFF THE RWY WITHOUT ANY FURTHER INCIDENT.

Narrative

I WAS IN THE PATTERN AT LOGAN FIELD DOING TOUCH-AND-GOES AT NIGHT. 1 CTLR WAS WORKING ALL FREQS; AND WHEN HE CONTACTED ME ON A BASE TO FINAL; I HEARD CLRED FOR ONLY LOW APCH TOUCH-AND-GO. I PROCEEDED AS I HAD BEEN; MADE A LOWER APCH; TOUCHED DOWN; CLEANED UP THE AIRPLANE; ADDED FULL PWR. JUST AS I WAS TAKING OFF THE CTLR ASKED IF I WAS LNDG. I TOLD HIM THAT I AM JUST NOW TAKING OFF. THERE WAS ANOTHER ACFT NOW APCHING TO LAND ON RWY 10R (THE SAME RWY OPPOSITE DIRECTION). AT THIS MOMENT I STARTED A R TURN OFF THE RWY AS THE CTLR EXPLAINED THAT HE SAID ONLY CLRED FOR LOW APCH; AND THAT I SHOULD HAVE EXPECTED TO BREAK IT OFF WHEN INSTRUCTED. NEITHER ACFT WAS AFFECTED; BUT THIS WAS A VERY UNSAFE SIT WHICH COULD HAVE LED TO A DISASTER. IT WAS TOO CLOSE FOR COMFORT. IN MY OPINION; IT WOULD HAVE BEEN MUCH SAFER FOR THE CTLR TO HAVE JUST ASKED ME TO ENTER A DIFFERENT PATTERN TO FOLLOW THE OTHER ACFT LNDG RWY 10L; OR HAVE ME DEVIATE ONTO RWY 28L; OR JUST MAKE A GAR ONCE ON FINAL. ANYWAY; THIS MISCOM DIDN'T TURN OUT IN DISASTER; BUT IT WAS VERY UNSAFE.
