ATX FLC TAXIES PAST THE HOLD SHORT LINE FOR RWY 6 AT ROA. GND CTLR KNEW IT WAS A CONTINUING PROB BUT DID NOT ASSIST FLC WITH A WARNING. CREW ADMITS TO FAILURE IN NOT REVIEWING THE CHART AND CREW DISTR.
ON APR/WED/97; AT APPROX PM05 EDT; LEARJET REQUESTED TAXI FOR TKOF FROM ROA. WE WERE CLRED TO TAXI TO RWY 6 TO HOLD SHORT OF RWY 33 ON TXWY D. THENCE CLRED TO TAXI ACROSS RWY 33 TO RWY 6 VIA TXWY E. WE CONTINUED TAXI VIA TXWY E AND PER COMPANY PROC; I CONTINUED TO READ OUR CHALLENGE AND RESPONSE CHKLIST FOR TAXI AND TKOF. AS THE PNF; I DID NOT NOTICE THE UNUSUAL POS OF THE ILS AND RWY 6 HOLD LINE (SEE ATTACHED ROA ARPT DIAGRAM). AS WE TURNED ONTO THE PARALLEL PORTION OF TXWY E; GND CTL ASKED IF WE WERE READY FOR TKOF. AS WE HAD PASSED THE RWY 6 HOLD SHORT LINE; I TOLD GND THAT WE WERE READY. GND CTL SUGGESTED 'YOU MIGHT WANT TO FILE A NASA RPT AS MGMNT HAS BECOME VERY PICKY ABOUT THIS SIT.' I CONTACTED TWR AND WE WERE CLRED FOR AN IMMEDIATE TKOF AS TFC WAS ON 2 1/2 MI FINAL. THE REMAINING PORTION OF THE FLT TO AGS WAS NORMAL. DURING CRUISE PORTION OF FLT; THIS SIT WAS DISCUSSED WITH THE FO (PF) AND HE STATED THAT HE DID SEE THE HOLD SHORT LINE; BUT DUE TO THE FAF SETBACK; THOUGHT IT WAS THE ILS HOLD. THE ARPT DIAGRAM WAS OUT ON THE PNF SIDE. I FEEL THIS PROC IS VERY DIFFERENT THAN NORMAL; AND THAT SOME TYPE OF SHORT REMINDER BE GIVEN DURING TAXI CLRNC FROM GND CTL OF THE ABNORMAL SETBACKS OF THE ILS AND RWY HOLD LINE DURING THE USE OF RWY 6. SUPPLEMENTAL INFO FROM ACN 367002: WE TAXIED DOWN TXWY ECHO AND PROCEEDED WITH THE TAXI CHKLIST WHICH REQUIRED ME TO LOOK INSIDE A COUPLE OF TIMES TO CHK ENG AND FLT INST. I LOOKED UP AND SAW THE YELLOW HOLD SHORT LINES FOR RWY 6 BUT THOUGHT THEY WERE THE ILS HOLD LINES BECAUSE OF THEIR LOCATION; EXPECTING THE RWY HOLD SHORT LINES TO BE AROUND THE CORNER ON THE PARALLEL TXWY E. BOTTOM LINE -- I SHOULD HAVE REVIEWED THE ARPT CHART MORE THOROUGHLY AND HAD IT IN FRONT OF ME INSTEAD OF THE PNF.
