ATX PIC TAXIES BTWN 2 ACFT ON THE RAMP AT TEB ARPT TO PARK. HE UNKNOWINGLY HITS HIS L HORIZ STABILIZER ON A GRUMMAN IV WINGLET. IT WAS ASSUMED THAT 2 GND OBSERVERS; BOTH PLTS; SEE THE EVENT BUT DO NOT RPT IT. DAMAGE FOUND DURING DEP ATTEMPT.
I FLY A LEAR 35 FOR A COMPANY; PART 135 FREIGHT. ON APR/SUN/97; AT APPROX XA48; I TAXIED INTO XYZ FBO AT TEB. A GULFSTREAM WITH 2 PEOPLE STANDING AT THAT ACFT ENTRANCE AND A LEAR WERE BOTH PARKED ON THE LINE FACING ME IN MY 12 O'CLOCK POS. THERE WAS ENOUGH SPACE BTWN FOR ME TO PARK MY LEAR. I TAXIED STRAIGHT AHEAD BTWN THE 2 ACFT CLRING WINGS ON BOTH SIDES. AFTER I HAD PASSED BOTH ACFT; I DID A 180 DEG TURN IN ORDER TO POS MY ACFT ON THE PARK LINE. I DID NOT HEAR OR FEEL ANYTHING ABNORMAL. MY FREIGHT WAS UNLOADED AND RELOADED AND I STARTED TO DEPART. I BELIEVE THAT THE GULFSTREAM WAS GONE WHEN I STARTED THE ENGS. I KNOW THAT THE LEAR ON MY L WAS GONE. WHILE STILL ON THE RAMP AND AFTER THE ENGS WERE STARTED; I WAS GOING THROUGH THE CHKLIST PROCS. ON CHKING FOR FREEDOM OF CTL MOVEMENT; I FOUND THE ELEVATOR WOULD MOVE FORWARD; BUT ONLY REARWARD TO NEUTRAL. I SHUT DOWN THE ENGS AND THE COPLT WENT OUTSIDE TO THE TAIL TO EXAMINE THE CTL MOVEMENT WHILE I OPERATED THE ELEVATOR. HE COULD SEE AN ABNORMAL SPOT ON THE VERY TIP OF THE L HORIZ STABILIZER. A MECH WAS CALLED AND ARRIVED ABOUT AN HR LATER. HE SAID 'SOMETHING HAS HIT THE STABILIZER.' WHILE HE REPAIRED THE DAMAGE; I CHKED THE HANGAR NEAR WHERE I DID THE 180 DEG TURN AND I DID NOT SEE ANY DAMAGE. IT DID NOT OCCUR TO ME THAT IT COULD HAVE BEEN THE DEPARTED GULFSTREAM THAT WAS HIT; SINCE THERE WERE 2 PEOPLE STANDING AT THE ENTRANCE OF THE GULFSTREAM AND OBSERVING MY TAXIING. I WONDERED IF I HAD HIT A BIRD ON FINAL OR POSSIBLY FOD DAMAGE ON THE ROLLOUT. AFTER THE DAMAGE WAS REPAIRED; I DEPARTED THE XYZ FBO RAMP AT XB40. THE PLTS OF THE OTHER LEAR HAD APPARENTLY SEEN OUR TAIL SCRAPE THE WINGLET OF THE G4. THINKING WE KNEW; THEY LEFT WITHOUT TELLING US. THIS SIT COULD HAVE BEEN AVOIDED IN 2 WAYS. 1) BY NOT PARKING IN SUCH LIMITED SPACE. 2) BY CALLING THE FBO FOR TAXI MARSHALLING.
