WDB ACFT ON VISUAL APCH. DUE TO RESTR VISIBILITY FLC REQUESTED HDG VECTOR FOR RWY AND TRIED TO RECEIVE ILS WHICH WAS OFF THE AIR. PF; FO; OVERSHOT RWY CTRLINE; INTRUDED INTO APCH PATH OF PARALLEL RWY TFC AND PASSED UNDER AN ACFT ON APCH.

Narrative

CLRED FOR VISUAL APCH TO RWY 24R THEN CHANGED TO RWY 24L. WITH FO FLYING; I GOT DISTR ENTERING RWY 24L AND ILS NOT OPERATING. WORDS 'STADIUM VISUAL APCH' WERE NOT USED; HOWEVER; I ASSUMED THAT WAS INTENT AS RWY WAS NOT IN SIGHT AT 10 NM. SOCAL APCH ALERTED US TO B757 ON APCH TO RWY 25L. FO WAS SLOW TURNING FINAL AND OUR ACFT CAME DANGEROUSLY CLOSE TO ABOVE B757 AFTER WE OVERSHOT THE RWY 24L CTRLINE. ALTHOUGH I HAD VISUAL REF TO THE B757 I MOMENTARILY LOST SITUATIONAL AWARENESS; PROBABLY DUE TO ILS RWY 24L NOT OPERATING AND HAVING MISSED APCH IN 20 NM RANGE; THEREFORE; NOT GIVING A VERY VIVID VISUAL DEPICTION OF HOW FAR S OF RWY 24L CTRLINE WE WERE. I BELIEVE THIS SIT WOULD HAVE BEEN PREVENTED HAD SOCAL APCH GIVEN A MORE PRECISE CLRNC; AND I HAD PAID MORE ATTN TO THE RWY EXTENDED CTRLINE ON THE MISSED APCH AND THE GND VISUAL TRACK WITH WHICH I AM FAMILIAR. THIS INCIDENT WAS AT THE END OF A 10 HR FLT FROM OSAKA; JAPAN; WITH MYSELF AS A CHK AIRMAN GIVING A CHK TO A FO WHO HAD EXPERIENCE TRAINING DIFFICULTIES. RELIEF FO'S WERE HELPFUL BUT COULD HAVE BEEN MORE ASSERTIVE EARLIER.
