RPTED PLTDEV WHEN PLT OF VFR F16 ON VECTOR FOR SEQUENCE TURNS TO ARPT AND SWITCHES TO THE TWR FREQ WITHOUT CLRNC. PLT IS SUBSEQUENTLY SWITCHED TO APCH FREQ AND RESEQUENCED. PLT HAD FIRST DECLARED MINIMUM FUEL AND WAS TOLD TO ADVISE DECLARING AN EMER. PLT THEN CANCELED IFR. CTLR HAD ACKNOWLEDGED BOTH DECLARATIONS AND IN BOTH CASES TOLD PLT TO FLY HEADING FOR SEQUENCE.

Narrative

THE F16 PLT WAS UNHAPPY THAT HE WAS BEING SEQUENCED TO THE ARPT (RWY 13); WITH ALL OTHER ATC TFC THAT WAS INBOUND FOR THE SAME RWY. THAT INCLUDED 8 OTHER F16'S; A KC10; PA28 AND AN FAA PROJECT. WHEN GIVEN A VECTOR TO HDG 310 DEGS FOR SEQUENCE; PLT STATED THAT HE WOULD DECLARE MINIMUM FUEL. I SAID 'ROGER; ADVISE DECLARING AN EMER; FLY HDG 310 DEGS FOR SEQUENCE.' PLT STATED HE WAS CANCELING HIS IFR. I SAID 'ROGER; COPY CANCELING IFR; FLY HDG 310 DEGS FOR SEQUENCE.' PLT STATED HE WAS NOT DOING THAT; THAT HE HAD THE ARPT AND THAT HE WAS GOING TO TWR. HE THEN TURNED INTO THE ARPT AND SWITCHED FREQS. I CAME UP ON 243.0 AND TOLD THE PLT HE WAS NOT AUTH TO ENTER THE ATA; AND TO RETURN TO MY FREQ. HE DID NOT COMPLY; AFTER THE TWR CTLR TOLD HIM TO; AND HE WAS RE-SEQUENCED TO THE ARPT. CONTRIBUTING FACTORS: THE F16 PLTS DON'T SEEM TO BE AWARE OF CLASS C AIRSPACE. THE F16 SQUADRON MUST UNDERSTAND THAT WHEN THEY SCHEDULE 8 ACFT; TO RETURN AT THE SAME TIME; INTO A CIVILIAN ARPT; NOT EVERYONE CAN BE FIRST. THEY APPARENTLY ARE NOT RETURNING EARLY ENOUGH WITH ENOUGH FUEL TO BE ABLE TO LAND; WITHOUT THREATENING MINIMUM FUEL. ALSO; WHEN THERE ARE 2 OR 3 DECLARING MINIMUM FUEL AT THE SAME TIME; NOT EVERYONE CAN BE FIRST. THIS HAPPENS ON A REGULAR BASIS.
