Synopsis

AGRICULTURAL ACFT AFTER LIFTOFF PLT SAW ANOTHER ACFT ON FINAL APCH. RPTR TOOK EVASIVE ACTION AND EVENTUALLY SO DID THE OTHER ACFT.

Narrative

ON JUL/XA/97 AT APPROX XA30 LCL; I WAS DEPARTING RWY 36 AT PBF. JUST AFTER LIFTOFF; I NOTICED A LNDG LIGHT FROM AN ACFT ON AN EXTENDED FINAL FOR RWY 18. AT A SAFE BUT LOW ALT; I BANKED L TO AVOID THE ONCOMING ACFT. THE OTHER ACFT CONTINUED ITS FLT PATH ON FINAL FOR RWY 18 PBF. AS I ROLLED WINGS LEVEL; I NOTICED THE ACFT HAD CHANGED ITS FLT PATH AND NOW WAS AT MY 2 O'CLOCK POS. STILL AT LOW ALT; APPROX 200 FT AGL; I LEVELED OFF. MAINTAINING VISUAL SEPARATION WITH THE OTHER ACFT; I MAINTAINED 200 FT AGL UNTIL I OBSERVED THE OTHER ACFT CHANGE ITS DSCNT PROFILE TO A CLB ATTITUDE. AS THE ACFT PASSED OVERHEAD AT APPROX 300 FT; I LOST VISUAL SEPARATION; BUT PICKED UP THE SILHOUETTE OF HIS ACFT ON THE GND PASSING DIRECTLY OVERHEAD. MY PERCEPTION OF THE SIT IS THAT THE OTHER ACFT MUST HAVE BEEN ON A LONG EXTENDED FINAL TO RWY 18 PBF BECAUSE I DID NOT SEE ANY ACFT IN THE NORMAL TFC PATTERN PRIOR TO MY DEP. THE FACTOR AFFECTING THE QUALITY OF HUMAN PERFORMANCE WAS THE APCHING ACFT ON FINAL FOR RWY 18 PBF DELAY IN TAKING EVASIVE ACTION.
