AN SMA PLT FLEW THROUGH TEMPORARY RESTR AIRSPACE WHILE ENRTE. HE COMPLAINS ABOUT HIS FSS BRIEFING BEING INCOMPLETE.

Narrative

I CALLED RIVERSIDE FSS AND RECEIVED THE RECORDED WX FOR A VFR FLT FROM IYK TO VIS. I THEN TALKED TO A BRIEFER TO GET NOTAMS AND FILE. I DID NOT ASK FOR A 'STANDARD BRIEFING.' THE ONLY NOTAM GIVEN TO ME WAS TO REMAIN CLR OF NAVY LEMOORE FROM XC15 TO XC45 +5 NM RADIUS DUE TO AIR SHOW ACTIVITY. I DEPARTED IYK AT XA27 AND CLBED TO 6500 FT. MY RTE WAS THROUGH WALKER PASS; LAKE ISABELLA; PORTERVILLE AND VISALIA. AFTER TKOF I TRIED TO RAISE RIV FSS 3 OR 4 TIMES ON 122.4 WITHOUT SUCCESS. SO I PROCEEDED ON COURSE WITHOUT OPENING MY VFR FLT PLAN. I DID NOT REQUEST FLT FOLLOWING FROM JOSHUA APCH SINCE I DIDN'T THINK THEY COULD KEEP ME UNDER RADAR CONTACT THROUGH THE MOUNTAINS ANYWAY. AT NID 255 DEG RADIAL AT 20 MI I NOTICED A SKY CRANE WITH A WATER BUCKET WELL BELOW ME AND ABOUT 1 MI S OF MY POS. AT THIS POINT I TUNED IN BFL ATIS AND LEARNED THAT A TEMPORARY FLT RESTR WAS IN EFFECT FOR FIRE FIGHTING OP. THE TFR WAS LOCATED EHF 066 DEG RADIAL/48 DME UP TO AND INCLUDING 10000 FT MSL; 10 MI RADIUS. I JUST FLEW THROUGH THE TFR. I DID NOT SEE ANY INDICATION OF FIRE DURING THE FLT. I THOUGHT TFR'S ARE AUTOMATICALLY GIVEN TO A PLT FOR AN AREA WITHIN 400 MI OF THE FSS AS ARE OTHER FLT DATA CTR TYPE NOTAMS. AFTER I LANDED AT VIS I CALLED RANCHO MURIETTA FSS AND INQUIRED ABOUT THIS SIT. THEY SAID NORMALLY TFR'S ARE GIVEN DURING A STANDARD BRIEFING; BUT THAT IT IS 'SORT OF ON THE PLT'S SHOULDERS' IF ONLY AN ABBREVIATED BRIEFING IS RECEIVED. I DON'T THINK THIS IS RIGHT WHEN IT COMES TO FLT DATA CTR TYPE NOTAMS; THEY SHOULD BE GIVEN ALL THE TIME (EXCEPT FOR THOSE IN THE CLASS 2 PUB). IN THE FUTURE I WILL ASK SPECIFICALLY FOR NOTAM D; L; FLT DATA CTR; AND CLASS 2'S UNTIL SUCH TIME THAT THE PROCESS CHANGES.
