A C172 PLT TAKES OFF INTO IMC WITHOUT AN IFR CLRNC AND THEN FLIES THROUGH P67 WITHOUT AUTH. HE APPARENTLY DID NOT HAVE OR USE THE PROPER CHARTS OR PROC AND ADMITS THAT HE MAY HAVE OTHER MISDEEDS DURING THIS JOURNEY.
WHILE ATTEMPTING TO REMAIN CLR OF P67 I BELIEVE I ACCIDENTALLY CAME WITHIN 1/2 NM OF THE HOUSE. THE RADIUS IS; I BELIEVE; 1 NM VISUALLY. I COMPUTED DISTANCE/BEARING FROM A NEARBY VOR AND USED THAT TO ATTEMPT VISUALLY TO AVOID. WHILE THE ERROR IS MINE; I THINK THAT IT IS REALLY STUPID TO NOT CHART THE LATITUDE AND LONGITUDE AND RADIUS OF P67; OTHER PROHIBITED AREAS; CLASS B AIRSPACE ETC ON SECTIONALS. THERE IS NOT EVEN A NOTE THAT P67 EXPANDS WHEN SOMEONE IS THERE NOR WAS THE FSS PERSON AWARE OF IT. EARLIER IN THE DAY; DEPARTED A CANADIAN ARPT (CA7) VFR UNDER A 400 FT CEILING WHICH I THOUGHT WAS HIGHER; AND COULD NOT RAISE FSS OR APCH TO OPEN MY IFR FLT PLAN. I DECIDED MY SAFEST OPTION WAS TO CLB OVER THE BAY OF FANDY UNTIL I HAD RADIO RECEPTION; AND DID SO. THIS WAS A DESOLATE AREA WITH A VERY LOW RISK OF OTHER ACFT. I DID NOT KNOW AT THE TIME THAT THERE WAS CELL PHONE RECEPTION THAT WOULD HAVE ALLOWED MY GETTING A VOID TIME CLRNC. (THERE IS NO PHONE AT THIS GRASS STRIP). I SHOULD HAVE COMPUTED THE LATITUDE/LONGITUDE OF P67 MYSELF AND CREATED A LORAN WAYPOINT OR ELSE STAYED WELL CLR. I SHOULD HAVE GOTTEN A VOID TIME CLRNC. (THE CEILING DID FALL QUICKLY.) I MAY HAVE MADE OTHER ERRORS DURING THIS 2200 NM TRIP FROM GEORGIA BTWN AUG/X-Y/97.
