TWR CTLR RPTED SEVERAL ARPT LACK OF MAINT ITEMS COVERING THE ROTATING BEACON; TURNING ON AND OFF BY ITSELF; TXWY LIGHTING NOT WORKING AFTER RAIN SHOWERS; LACK OF ROUTINE DAILY RWY TXWY INSPECTIONS AND WILDLIFE RUNNING LOOSE ON ARPT DUE TO POOR PERIMETER FENCING.

Narrative

ROTATING BEACON HAS DEVELOPED HABIT OF TURNING ON/OFF ALL BY ITSELF. THIS PROB WAS SUPPOSEDLY CORRECTED ONCE BEFORE BUT HAS STARTED UP AGAIN BACK IN MAY 1997 AND CONTINUES TO DATE (CITY OF MACON SVCS THIS EQUIP -- AVIATION DIRECTOR IS AWARE OF THE PROB; ATC NOT AWARE OF ANY EFFORT TO CORRECT THIS PROB). TXWY B LIGHTS OFTEN REFUSE TO WORK AFTER/DURING RAIN SHOWERS. CITY MAINT WORKERS HAVE OFTEN MADE REMARKS ABOUT THE ELECTRICAL WIRING BEING OLD AND THAT MOISTURE IN THE GND AFFECTS THE CURRENT FLOW. (CITY OF MACON ALSO SVCS THIS EQUIP -- NO PLAN TO UPDATE WIRING THAT ATC KNOWS ABOUT.) THERE IS NO PROGRAM IN PLACE AT MIDDLE GEORGIA REGIONAL ARPT FOR ROUTINE; DAILY RWY/TXWY INSPECTION BY AIRFIELD MGMNT. ON JULY XX; 1997; A PLT RPTED DEBRIS ON RWY 13/31. MACON CITY PERSONNEL DID NOT RESPOND FOR OVER 4 HRS AND WHEN THEY DID; A HOLE WAS DISCOVERED IN THE RWY. LATER; SAME DAY; ANOTHER PLT RPTED A HOLE IN TXWY B. A MORNING INSPECTION WOULD HAVE CAUGHT BOTH HOLES PRIOR TO IMPACTING ACFT OPS. (CITY HAS PERFORMED INSPECTION -- VERY SPORADIC. IT IS IMPORTANT TO NOTE THAT I'VE BEEN HERE 8 YRS AND I CAN COUNT NUMBER OF TIMES I'VE WITNESSED INSPECTIONS ON BOTH HANDS.) THERE IS A ROUTINE PROB WITH WILDLIFE (PARTICULARLY DOGS) RUNNING LOOSE ON ARPT; OFTEN ACROSS RWYS AND TXWYS. COMMON KNOWLEDGE OF POOR PERIMETER FENCING WHERE ANIMALS GAIN ACCESS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE HAD JUST ATTENDED A MEETING IN THE ARPT DIRECTOR'S OFFICE WHEREIN THE ARPT DIRECTOR; CITY MAINT SUPVR AND ARPT FIXED BASE OPERATORS (FBO) WERE PRESENT. THIS MEETING CAME ABOUT THROUGH HIS EFFORTS TO GET ACTION ON THE ARPT DISCREPANCIES NOTED. HE STATED THAT THE RESULTS WERE ENCOURAGING THAT AT LAST HIS EFFORTS TO GET SOMETHING DONE AND SEE IMPROVEMENTS WILL BE GOING AHEAD. HE EVEN WAS CONTACTED BY A CITY OFFICIAL AND WAS ASSURED THAT THE CITY WOULD BE DOING SOMETHING ABOUT ALL ITEMS BROUGHT FORTH. IN CONCLUSION; HE ASKED THAT WE NOT DIRECT ANY ACTION TO THE ARPT IN ORDER TO GIVE THE ARPT MGMNT TIME TO TAKE CARE OF THE PROBS ON THEIR OWN INITIATIVE.
