A B737-200 APCHING AGS; GA; HAS A NMAC WITH A LTT THAT DEPARTS A SMALL ADJOINING FIELD.
WE WERE IN RADAR CTL; VECTOR HDG 120 DEGS TO INTERCEPT ILS RWY 17 APCH IN AUGUSTA; GA. WE WERE CLRED FROM 3000 FT MSL TO 2000 FT MSL; MAINTAINING 2000 FT UNTIL ESTABLISHED ON LOC RWY 17. JUST LEAVING 3000 FT WITH GEAR DOWN; WE WERE PASSING A SMALL UNCTLED ARPT (DANIEL FIELD) WHEN WE GOT A TCASII TA. SHORTLY AFTER; A TCASII RA TO CLB. SIMULTANEOUSLY WITH PULL UP; I SAW THE TFC AIRBORNE OFF DANIEL FIELD TAKING OFF NE. WE FOLLOWED THE TCASII RA AND THE TFC ACCORDING TO TCASII; GOT WITHIN 200 FT VERTLY AND EITHER PASSED DIRECTLY UNDER US; OR JUST BEHIND. WE CONTINUED AND LANDED UNEVENTFULLY. UPON TALKING TO APCH CTL SUPVR HE STATED THAT ON VFR DAYS; THAT HAS BEEN A PROB IN THE PAST. HE STATED ANYTHING SHORT OF A REGULATORY REQUIREMENT WILL NOT SOLVE THE PROB. THE TCASII WAS INVALUABLE IN THIS CASE. A LITTLE STRICTER GUIDELINES FOR VFR TKOFS OUT OF UNCTLED ARPTS WOULD BE HELPFUL ALSO. SUPPLEMENTAL INFO FROM ACN 383326: THEN AFTER INITIATING DSCNT ON GS ANOTHER ACFT (HIGH WING TURBOPROP) TOOK OFF FROM DANIEL FIELD AND MADE A SLOW CLBING TURN TO THE NW. WE WERE ON THE LOC AND GS AT APPROX 2800-2600 FT; GEAR DOWN AND FLAPS 15 DEGS. TRANSITIONING TO FLAPS 30 DEGS WHEN WE RECEIVED A TCASII TA. I LOCATED THE TFC AND SAW A POSSIBLE CONFLICT AND INITIATED A LEVELOFF TO PREVENT A CONFLICT. SHORTLY LATER WE RECEIVED A TCASII RA AND CLB COMMAND. I INITIATED THE CLB AND DEFUSED THE SIT. THE CONFLICT ACFT PASSED WITHIN 200 FT VERTLY OFF R SIDE AND SLIGHTLY AFT. AFTER DEFUSING THE SIT WE TRANSITIONED TO A NORMAL APCH AND LNDG. UPON FURTHER DISCUSSION WITH ATC (TWR AND APCH) THIS IS NOT AN UNCOMMON OCCURRENCE. WE NEED TO DO SOMETHING TO FIX THIS PROB.
