AN ACR BE02 FLC RPT THAT THEY MISINTERP A NOTAM FOR A NON PART 139 ARPT THAT CFR SVCS WERE UNAVAILABLE AT THEIR ETA. LATER; THEY FOUND THAT THESE SVCS ARE NOW REQUIRED FOR UNDER THE NEW PART 135 AND THE FLC STATES THAT THEY HAD NOT BEEN BRIEFED ON THESE CHANGES AFFECTING OPS AT NON PART 139 ARPTS.
AT PART 139 ARPTS; ACRS NEED TO HAVE FIRE RESCUE EQUIP ON THE FIELD. AT NON PART 139 ARPTS; ACFT GREATER THAN 30 SEATS REQUIRE FIRE RESCUE ON THE FIELD; LESS THAN 30 SEATS REQUIRES THAT FIRE RESCUE IS AVAILABLE. POU IS A NON PART 139 ARPT AND THE NOTAMS STATED FIRE RESCUE WAS UNAVAILABLE AT THE ETA. WE INTERPED IT AS THE SVCS AT THE FIELD WERE INOP AND THAT RESPONSE FROM SURROUNDING FIRE RESCUE WAS AVAILABLE. THIS WAS NOT THE CASE AND THE LNDG; TAXI AND TKOF WERE ILLEGAL FOR PART 121 OPS. WE BECAME AWARE OF THE SIT WHEN IT WAS RPTED TO OUR DIRECTOR OF OPS. SINCE MOST PART 121 OPERATORS OPERATE AT PART 139 ARPTS; ONLY THE RECENT CHANGES TO PART 135 SCHEDULED OPS BRINGING THEM UNDER PART 121. A TRAINING PROGRAM SHOULD INFORM CREWS OPERATING TO NON PART 139 ARPTS THAT THE ONLY FIRE RESCUE RESPONSES AVAILABLE ARE NOT AT THE ARPT AND WHEN SVC IS REPORTED AS NOT AVAILABLE WE ARE NOT AUTH TO OPERATE. SPECIAL PROCS TO INFORM THOSE ACR CREWS OPERATING AT NON PART 139 ARPTS AS TO THE REQUIREMENTS AND RESTRS AT THESE ARPTS; TO BE INCLUDED IN THE OPS MANUAL.
