Synopsis

AN ATX C310 FREIGHTER FLC DID NOT FASTEN THE CARGO NET BEFORE CLOSING THE CARGO DOOR. THIS WAS DISCOVERED DURING A RAMP CHK ON ARR.

Narrative

AFTER SHUTTING DOWN THE ACFT ON THE RAMP AT MFY WE WERE APCHED BY AN FAA INSPECTOR FROM THE SAN DIEGO FSDO. UPON OPENING THE CARGO DOOR I DISCOVERED THAT THE CARGO NET HAD NOT BEEN SECURED OVER THE CARGO. THE INSPECTOR WAS STANDING THERE AND COULD SEE THAT THE NET WAS NOT SECURED. HE ASKED WHAT HAPPENED TO THE NET. I EXPLAINED THAT AFTER THE CARGO WAS LOADED (ABOUT 10 SMALL DRAWSTRING TYPE BAGS); I TURNED TO THE COURIER TO FILL OUT AND SIGN THE PAPERWORK. AFTER COMPLETING THE PAPERWORK I CLOSED THE WING LOCKER AND TURNED TO THE CARGO DOOR AND SAW THAT IT WAS CLOSED. I THEN LOCKED THE DOOR AND PROCEEDED INTO THE ACFT AND LEFT. I ASSUMED THAT THE SIC HAD SECURED THE CARGO NET AT THE TIME. IT WAS APPROX XA30 AND DARK. THE INSPECTOR ASKED IF IT WAS ROUTINE TO LEAVE THE NET OFF. I TOLD HIM NO IT WASN'T AND THAT I DIDN'T CHK BEFORE LEAVING IMPERIAL. HE LEFT BY SAYING HE WOULD TALK TO OUR CHIEF PLT THE NEXT DAY. I HAVE SINCE BEGUN MY OWN PROCS TO ENSURE THAT THE CARGO NET WILL NOT BE MISSED BY EITHER THE SIC OR MYSELF ON ANY FLT.
