PLT OF A PAX SCHEDULED PIPER NAVAJO; PA31-310; WAS ACCUSED BY ATC OF EXCEEDING THE TRUE AIRSPD (TAS) OF 180 KTS THROUGH THE ALASKAN AIR DEFENSE IDENT ZONE (ADIZ) WITHOUT FILING A DVFR FLT PLAN. THE RPTR WAS ON A COMPANY FILED VFR FLT PLAN ONLY; WHICH WAS THE COMPANY PROC ESTABLISHED SINCE COMMENCING SCHEDULED OPS THE MONTH BEFORE.

Narrative

GND RADAR TRACKED MY ACFT A PA31-310 WITH TAS (TRUE AIRSPD) OF 170 KIAS AT SPDS GREATER THAN 200 KTS. AT NO TIME DID DME; OR LORAN; OR GPS; GIVE ANY GND SPD GREATER THAN 195 KTS EVER. IN REF TO FAR PART 99 THIS ACFT SHOULD BE EXEMPT BECAUSE THE TAS IS LESS THAN 180 KTS. THIS ACFT WAS ON A COMPANY VFR FLT PLAN; ON A SCHEDULED RTE; ON AN AIRWAY; IN DOMESTIC SVC WHICH HAS BEEN IN OP SINCE SEP/XX/97; BOTH VFR AND IFR. ALL VFR FLT PLANS WERE COMPANY PLANS. COMPANY OPERATES THIS ACFT OUTSIDE ADIZ ON RUSKOKWAN DELTA TO IIK-Z74-AK08-OOK-AK4S AND MVU; HPB; VAK; SCM; AND CZF. WHY SUDDENLY IS THE AIR DEFENSE RADAR QUESTIONING THIS ACFT? SUGGEST AIR DEFENSE RADAR SHOULD BE RECALIBRATED; OR THAT CTLRS BE TRAINED IN METEOROLOGY; IE; WINDS ALOFT EFFECTS ON GND SPD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE AIR DEFENSE RADAR HAD SHOWN HIM FASTER THAN 180 KTS BOTH OUTBOUND AND INBOUND THROUGH THE ADIZ. SINCE THIS RPT WAS MADE; AND SENT TO ATC; FSDO AND THE COMPANY DIRECTOR OF OPS; A DVFR FLT PLAN HAS BEEN ADDED TO THE FLT PLANNING OF THESE SCHEDULED FLTS. HE EXPECTS THIS ACTION TO ILLUMINATE THE ALARM CREATED BY THE SPD OF THE PIPER NAVAJO ACFT.
