TWR CTLR COMPLAINT AGAINST ARTCC CTLR HAVING AN IFR PA44 INBOUND ON FINAL FOR RWY 29L BEFORE A SPECIAL VFR PA44 WAS CLR OF THE DEP END OF THE RWY. RPTR CITES LACK OF BRITE RADAR TO ASSIST IN ACFT SEPARATION.
I TRIED TO COORDINATE WITH ZMA TO MAKE ROOM BTWN THEIR INBOUNDS FOR A SPECIAL VFR DEP. THEY ADVISED OF 2 ACFT INBOUND ON THE VOR/DME RWY 29L APCH AND THAT THEY'D ALLOW ROOM AFTER THE FIRST ONE FOR MY SVFR DEP. ALL NECESSARY COORD WAS COMPLETED. AFTER THE FIRST ONE LANDED; MIAMI CALLED AND ASKED THE STATUS OF MY SVFR DEP BECAUSE THEY HAD THE NEXT INBOUND ESTABLISHED ON FINAL 7 MI SE. I VOLUNTEERED TO HOLD THE SVFR DEP; WHICH THEY DECLINED. A DISCUSSION ENSUED; AND THEY INSISTED IT WAS OKAY TO DEPART THE SVFR PA44; WHICH I DID. AS THE SVFR LIFTED OFF; THE INBOUND PA44 CHKED IN ON MY FREQ AT '7.2 DME' WHICH PUT HIM 2.2 MI FROM THE APCH END OF THE RWY. I VERIFIED HIS POS AND OBSERVED THAT HE WAS; INDEED; ON A 2 MI FINAL; AND THAT THE DEPARTING PA44 HAD NOT YET CROSSED THE DEP END OF THE RWY. I DON'T KNOW WHAT KIND OF SEPARATION ZMA THINKS THEY WERE APPLYING HERE; AND I DON'T KNOW HOW TO GET LCL MGMNT TO TAKE NOTE OF THESE KINDS OF OCCURRENCES. IF I HAD A BRITE SCOPE I COULD ACT AS A SAFETY NET; A SECOND SET OF EYES. AS IT STANDS NOW; IT'S A MIRACLE THAT WE HAVEN'T HAD A MIDAIR HERE YET. AND I'M GETTING TIRED OF FILLING OUT ONE (OR MORE) OF THESE FORMS EVERY SUNDAY.
