A CPR FLC IN A BE58 IS ADVISED OF A LOW ALT ALERT BY THE TWR CTLR WHILE HE WAS STILL MORE THAN 100 FT ABOVE MINIMUMS. HE DISCOVERS THAT THERE WAS A NOTAM OUT THAT RAISED THE MINIMUMS TO 1600 FT VERSUS 1240 FT.

Narrative

FLYING THE GPS RWY 27L AND CLRED TO LAND. MDA 1240 FT MSL DSNDING THROUGH 1400 FT TWR CALLS OUT 'LOW ALT ALERT BELOW MDA; CHK ALT.' I ADVISE TWR THE GPS MDA IS 1240 FT. HE SAID IT HAS BEEN NOTAMED 1600 FT FOR THE PAST 30+ DAYS. I HAD THE LATEST CHANGE NOTICE (CN NOS) THAT DID NOT INDICATE RAISED OR HIGHER MINIMUMS. I DID NOT RECEIVE ANY NOTAM OF AN INCREASE IN MINIMUMS. UPON LNDG; I REVIEWED TERMINAL PROCS AND CALLED FSS; THERE WAS NOTHING INDICATING HIGHER MINIMUMS. I CALLED THE TWR TO ADVISE THEM AND WAS TOLD THE MATTER WOULD BE BROUGHT TO THE ATTN OF TWR MGR. I HAD COMPLIED WITH ALL FARS AND IN NIGHT IMC LOW TO THE GND IT IS VERY DISTRACTING TO SECOND GUESS ALTS WHEN THE TWR CALLS OUT ALERT WHEN NOTHING HAD BEEN PUBLISHED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR IS A CPR PLT FOR AN AVIONICS MANUFACTURER AND THIS WAS THE FIRST TIME HE HAS ENCOUNTERED PROBS WITH THE NOTAMS SYS. HE SAID THAT SINCE THIS EVENT HE HAS LOCATED THE APPROPRIATE NOTAM BY USING DUATS. THE FSS SPECIALISTS DID NOT KNOW ABOUT THE MINIMUMS BEING RAISED. THE GOVT CHARTING PERSONNEL HE SPOKE WITH WERE UNFAMILIAR WITH THE NOTAM ALSO; BUT THEY WERE GOING TO CHK WITH THE TWR. THE CAPT ALLEGED THAT THE TWR MGR SAID THAT THE MINIMUMS WERE RAISED AFTER RESIDENTS LIVING UNDER THE APCH COURSE COMPLAINED ABOUT THE NOISE OF THE LOW FLYING ACFT. THE CAPT SAID THAT HE AGREES WITH THEIR CONCERN AND HE FEELS THAT A XING POINT SHOULD BE PLACED BTWN THE 'RITOQ' FIX AND THE RWY. HIS PROPOSED REDESIGN WOULD REQUIRE THE ACFT TO REMAIN AT 1600 FT UNTIL ABOUT 2 MI FROM THE RWY WHEN ACCOMPLISHING THE APCH.
