Synopsis

APPARENT MISCOM BY CPR FLC OF CLRNC INTERP REGARDING ALT XING RESTR 15 MI W OF MTN ARPT VICE MRB VOR.

Narrative

THE CTR CLRED US DIRECT TO MARTIN STATE ARPT. THE PNF REPEATED THE CLRNC AND PROGRAMMED THE FMS. THE NEXT CLRNC WAS TO CROSS 15 MI W OF MARTINSBURG AT 15000 FT. THE CLRNC WAS REPEATED BACK. THE PNF PROGRAMMED THE FMS TO CROSS 15 MI OF MARTIN STATE AT 15000 FT. ABOUT 7-8 MINS LATER I QUESTIONED THE PNF. WAS IT TO CROSS MARTIN STATE OR MARTINSBURG AT 15000 FT. I HAD THE PNF ASK THE CTLR ON 133.67 WHICH ONE IT WAS. AT THAT TIME WE WERE TOLD MARTINSBURG. WE TOLD THE CTLR THAT WE MADE A MISTAKE AND WERE STARTING DOWN. WE TOLD HIM (THE CTLR) THAT WE WERE NOT GOING TO CROSS 15 MI W OF MARTIN STATE AT 15000 FT. CORRECTIVE ACTIONS: STARTED DOWN FROM FL250. PWR WAS AT IDLE AND FULL AIRBRAKE. WE WERE DSNDING AT 4200 FPM. THE CTR CTLR GAVE A HDG OF 030 DEGS AND THEN 360 DEGS. THEN THE CTLR TOLD US TO LEVEL AT 21000 FT. WE WERE AT FL214 AND DSNDING AT 4200 FPM. THE PNF ACKNOWLEDGED THE LEVELOFF BUT TOLD CTR WE WOULD GO BELOW FL210. I ARRESTED THE DSCNT AT FL204 AND STARTED A CLB BACK UP TO FL210. ACCORDING TO OUR TCASII THE PLANE NEVER WAS CLOSER THAN 5 MI 500 FT. MARTINSBURG AND MARTIN STATE SOUND ALIKE. BEING CLRED TO MARTIN STATE THEN BEING RECLRED TO MRB WAS DIFFICULT AND CAUSED CONFUSION IN THE COCKPIT. ATC SHOULD HAVE MONITORED OUR ALT AS A DOUBLE-CHK AND WHEN WE ASKED HE SHOULD HAVE GIVEN US A NEW CLRNC. HOWEVER THERE DID NEED TO BE MORE CREW COORD.
