SEVERAL DHC6-300 ACFT WERE FOUND BY THE CHIEF INSPECTOR TO HAVE EXCEEDED ROUTINE INSPECTION TIME AND RPTED TO THE DIRECTOR OF MAINT WHO HAS NOT RESPONDED PER THE COMPANY GENERAL MAINT MANUAL.

Narrative

IN MY CAPACITY AS CHIEF INSPECTOR FOR XYZ; A FAR PART 121 ACR; IT IS MY RESPONSIBILITY TO CONDUCT AUDITS OF COMPLETED MAINT AND INSPECTION PAPERWORK AS PART OF OUR CONTINUING ANALYSIS AND SURVEILLANCE SYS. DURING A ROUTINE RECORDS AUDIT I BECAME AWARE THAT A ROUTINE INSPECTION; WHICH IS DUE EVERY 7 DAYS PER OUR GENERAL MAINT MANUAL; HAD BEEN OVERFLOWN BY OUR ACFT YYY; A DEHAVILLAND DHC6-300. THE INSPECTION WAS ORIGINALLY DUE ON OCT/XA/97; BUT WAS NOT ACCOMPLISHED UNTIL 5 DAYS LATER. I SUBMITTED A RECORDS AUDIT RPT FORM TO THE DIRECTOR OF MAINT PER OUR GMM WHICH DESCRIBED THE OCCURRENCE. NO RESPONSE HAS BEEN RECEIVED AS OF THIS DATE. IN ADDITION; THE ROUTINE INSPECTION WAS OVERFLOWN ON THIS ACFT AGAIN ON NOV/XX/97; AND ON ACFT ABC (ALSO A DHC6-300) ON NOV/XY/97 AND ON DEC/ZZ/97. THESE OCCURRENCES WERE RPTED ON FORM PER OUR MANUAL PROCS. I HAVE DISCUSSED THESE VIOLATIONS WITH THE DIRECTOR OF MAINT ON SEVERAL OCCASIONS; BUT SO FAR HAVE RECEIVED NO WRITTEN REPLY. PER OUR MANUAL HE SHOULD HAVE RESPONDED BACK TO ME WITHIN 48 HRS OF RECEIVING THE FORM. THERE ARE ALSO OTHER FORMS THAT HAVE NOT BEEN ADDRESSED. SINCE I HAVE OVERALL RESPONSIBILITY FOR FAR COMPLIANCE; I FEEL THAT THE ONLY RECOURSE I HAVE TO PROTECT MYSELF IS TO SUBMIT THIS FORM. I CANNOT ADDRESS THIS ISSUE IN ANY OTHER WAY WITHOUT CIRCUMVENTING THE RESPONSIBILITY OF THE DIRECTOR OF MAINT.
