TWR CTLR CLRED A LONG EZ ACFT FOR TKOF WITH AN MD88 ROLLING OUT ON AN INTERSECTING RWY. THE LONG EZ PASSED APPROX 200 FT IN FRONT OF THE MD88.
I WAS THE PIC OF FLT FROM ATLANTA TO CHARLESTON; SC. MY FO WAS FLYING THE ACFT. IN VISUAL CONDITIONS WE WERE CLRED TO MAKE A VISUAL APCH TO RWY 15 AT CHARLESTON BY APCH CTL WHEN WE WERE ABOUT 10 MI W OF THE FIELD. WE THEN CALLED CHARLESTON TWR AND WERE IMMEDIATELY CLRED TO LAND ON RWY 15. NO MENTION WAS MADE BY CHARLESTON TWR OF ANY CONFLICTING OR POTENTIALLY CONFLICTING TFC. AN UNEVENTFUL VISUAL APCH AND LNDG WAS MADE. DURING LNDG ROLL AT ABOUT 80 KIAS AS WE APCHED THE INTXN WITH RWY 21; A LONG EZ ACFT; CALL SIGN 'NGA Y' PASSED IN FRONT OF US ON TKOF ROLL ON RWY 21; MISSING US BY ABOUT 200 FT. SEEING THE LONG EZ IN THE INTXN IN FRONT OF US WAS OUR FIRST KNOWLEDGE OF CONFLICTING TFC. I SPOKE TO THE TWR CTLR ON THE TELEPHONE AND HE STATED THAT HE HAD CLRED THE LONG EZ FOR TKOF BUT HE 'THOUGHT' THAT THE LONG EZ HAD PASSED BEHIND US. HE ALSO SAID HE WAS CTLING OPPOSITE DIRECTION TFC TO LAND ON RWY 3. AFTER SPEAKING WITH THE CTLR IT SEEMED TO ME THAT THIS CTLR WAS NOT PAYING ADEQUATE ATTN TO LNDG AND DEPARTING TFC ON INTERSECTING RWYS. FURTHER; HE DID NOT INFORM US THAT HE WAS CLRING TFC INTO POS TO DEPART ON A RWY INTERSECTING WITH OURS. THEN HE APPARENTLY CLRED THAT TFC FOR TKOF PRIOR TO OUR XING THE INTXN. 'HOLD SHORT' OPS WERE NEITHER AN OPTION FOR US (AVAILABLE RWY LENGTH) NOR OFFERED US BY THE TWR CTLR. THIS WAS A POTENTIAL MAJOR ACFT ACCIDENT INVOLVING AN ACR ACFT THAT WAS AVERTED BY 200 FT MISS DISTANCE. SUPPLEMENTAL INFO FROM ACN 390660: ACR X CALLED FOR R BASE TO RWY 15. I CLRED ACR X TO LAND RWY 15 WITH THE WIND. I THEN CLRED AN ACFT FOR TKOF RWY 21 WITH A L TURN OUT. NGA Y CALLED READY AND WAS INSTRUCTED TO TAXI INTO POS AND HOLD. I THEN CLRED NGA Y FOR TKOF RWY 21. ACR X LANDED AND I INSTRUCTED HIM TO TURN R AT TXWY A. I WAS ALSO BUSY LOOKING FOR A VFR ACFT THAT WAS XING IN FRONT OF AN ARR AND DOING OPPOSITE DIRECTION DEP AND ARRS.
